Mind Over Mirrors, AKA Jaime Fennelly, performs here in a concert produced by Issue Project Room in November 2012. Part of Fennelly's two-night residency at Brooklyn exhibition space, in this set he was accompanied by renowned choreographer and long-time collaborator Miguel Gutierrez. After four years of constant collaboration, trans-continental performance, cohabitation, and detritus exorcising from 2001-2004 as their duo Sabotage and the early formative years of The Powerful People, this evening marks the first time Fennelly and Gutierrez had performed together in over eight years.

1 p.m. – 2 p.m.: "Issue Project Room Radio: Che Chen and Sherlock Terry"
Hosted by Eve Essex. Originally aired Feb. 4, 2013 on ARTonAIR.org. "Issue Project Room Radio" will air on free103point9 Online Radio and WGXC 90.7-FM at 2 p.m. the second Saturday of the month in 2013. For this new work, commissioned by Issue Project Room and premiered on September 8, 2012, Chen and Terry have devised customized instruments that feature large numbers of strings (as many as 80 on a single instrument) arranged according to highly redundant tuning schemes designed to maximize on the occurrence of string sympathy. These instruments- modified autoharps and a lapsteel guitar- are designed to reveal the subtle interactions of closely tuned strings as they sound and decay. Plucked single notes surrounded by halos of sympathetic vibration, chords made of shifting, sustained drones and cascading, harp-like washes of sound are made possible through playing techniques both borrowed and invented. Compositionally, this piece is intended to create an unhurried, focused listening experience, an immersive sound environment that lends itself easily to a slowing of sense perception. Structurally, it borrows much from what is known in North Indian classical music as the alap, the slow, preliminary stage of an improvisation in which the notes of the scale (raga) are gradually introduced one at a time.

2 p.m. – 3 p.m.: "Issue Project Room Radio: Poetry Out Loud"
Hosted by Eve Essex via ARTonAIR.org. "Issue Project Room Radio" will air on free103point9 Online Radio and WGXC 90.7-FM at 2 p.m. the second Saturday of the month in 2013. The driving forces behind Poetry Out Loud were two couples: Peter and Patricia B McGarry (Harleman), from Topeka, Kansas, and Klyd and Linda Watkins, from Nashville; this is word-as-sound art, a heavy trip. On May 4th, 2012, ISSUE Project Room presented a rare live performance with the Watkins, along with special guests Tom Carter, Keith Connolly and Dave Nuss. The set starts with an opening instrumental track by Messages. Part of Issue Project Room's "Littoral" series, the event celebrated Poetry Out Loud's 2012 re-release by De Stijl records.

Kentucky Republican Senator Rand Paul launched a filibuster over John Brennan's for CIA Director. Paul received a letter from U.S. Attorney General Eric Holder saying the president could kill Americans with radio-controlled drones on U.S. soil. Paul was joined in the filibuster by many Republicans and Senator Ron Wyden, Democrat of Oregon. “I rise today to begin to filibuster John Brennan’s nomination for the C.I.A.,” Mr. Paul began the day saying. “I will speak until I can no longer speak. I will speak as long as it takes, until the alarm is sounded from coast to coast that our Constitution is important, that your rights to trial by jury are precious, that no American should be killed by a drone on American soil without first being charged with a crime, without first being found to be guilty by a court.”

UPDATE: On Thu., March 7 Attorney General Eric Holder released a 43-word statement in response to Kentucky Republican Rand Paul's Senate filibuster the day before. Paul questioned Holder's previous letter to Rand, which, he said, suggested the administration felt it could bomb Americans with radio-controlled drones on U.S. soil. Republicans John McCain and Lindsey Graham, criticized Paul on the Senate floor today as John Brennan was confirmed as CIA Director (what Rand was filibustering). The White House released Holder's letter during its daily press briefing and Paul heard it first on Fox News.

Adam Serwer in Mother Jones reports that President Obama is claiming the authority to use military force with radio-controlled drones against American citizens on U.S. soil in "an extraordinary circumstance," Attorney General Eric Holder said in a letter to Sen. Rand Paul (R-Ky.) on Tue., March 5. "The US Attorney General's refusal to rule out the possibility of drone strikes on American citizens and on American soil is more than frightening," Paul said in a statement. "It is an affront the constitutional due process rights of all Americans." Holder cited two historical examples of such "extraordinary" circumstances -- Pearl Harbor and the 9/11 terrorist attacks -- when assassinating Americans may be warranted (without a warrant). Holder wrote that that is a situation, "entirely hypothetical, unlikely to occur, and one we hope no president will ever have to confront." While Holder says the administration, "has no intention" of bombing Americans on U.S. soil, it has already killed one American in Yemen with a radio-controlled drone, Anwar al-Aulaqi on Sept. 30, 2011. Read the full story in Mother Jones and more of Holder's statement here:

As members of this administration have previously indicated, the US government has not carried out drone strikes in the United States and has no intention of doing so. As a policy matter moreover, we reject the use of military force where well-established law enforcement authorities in this country provide the best means for incapacitating a terrorist threat. We have a long history of using the criminal justice system to incapacitate individuals located in our country who pose a threat to the United States and its interests abroad. Hundreds of individuals have been arrested and convicted of terrorism-related offenses in our federal courts.

The question you have posed is therefore entirely hypothetical, unlikely to occur, and one we hope no president will ever have to confront. It is possible, I suppose, to imagine an extraordinary circumstance in which it would be necessary and appropriate under the Constitution and applicable laws of the United States for the President to authorize the military to use lethal force within the territory of the United States. For example, the president could conceivably have no choice but to authorize the military to use such force if necessary to protect the homeland in the circumstances like a catastrophic attack like the ones suffered on December 7, 1941, and September 11, 2001.

The White House released a response Mon., March 4 to a petition to legalize unlocking cell phones. Over 114,000 signed the peition, and R. David Edelman, a Senior Advisor for Internet, Innovation, and Privacy for the Obama administration, wrote, "We believe the same principle should also apply to tablets, which are increasingly similar to smart phones. And if you have paid for your mobile device, and aren't bound by a service agreement or other obligation, you should be able to use it on another network. It's common sense, crucial for protecting consumer choice, and important for ensuring we continue to have the vibrant, competitive wireless market that delivers innovative products and solid service to meet consumers' needs." Ina Fried in The Wall Street Journal reports Sina Khanifar, the man behind the petition to re-legalize unlocking of cellphones, now has a broader target: The Digital Millennium Copyright Act. Khanifar says that the Library of Congress used the DMCA to reason that cellphone unlocking was illegal, and that the law that needs to be changed. “I think the real culprit here is Section 1201 of the DMCA, the controversial ‘anti-circumvention provision,’” Khanifar told the newspaper. “I discussed with the White House the potential of pushing to have that provision amended or removed, and they want to continue that conversation.” Click here for audio clip of the text above. OFFICIAL WHITE HOUSE RESPONSE TO
Make Unlocking Cell Phones Legal.
It's Time to Legalize Cell Phone Unlocking
By R. David Edelman

Thank you for sharing your views on cell phone unlocking with us through your petition on our We the People platform. Last week the White House brought together experts from across government who work on telecommunications, technology, and copyright policy, and we're pleased to offer our response.

The White House agrees with the 114,000+ of you who believe that consumers should be able to unlock their cell phones without risking criminal or other penalties. In fact, we believe the same principle should also apply to tablets, which are increasingly similar to smart phones. And if you have paid for your mobile device, and aren't bound by a service agreement or other obligation, you should be able to use it on another network. It's common sense, crucial for protecting consumer choice, and important for ensuring we continue to have the vibrant, competitive wireless market that delivers innovative products and solid service to meet consumers' needs.

This is particularly important for secondhand or other mobile devices that you might buy or receive as a gift, and want to activate on the wireless network that meets your needs -- even if it isn't the one on which the device was first activated. All consumers deserve that flexibility.

The White House's position detailed in this response builds on some critical thinking done by the President's chief advisory Agency on these matters: the Department of Commerce's National Telecommunications and Information Administration (NTIA). For more context and information on the technical aspects of the issue, you can review the NTIA's letter to the Library of Congress' Register of Copyrights (.pdf), voicing strong support for maintaining the previous exception to the Digital Millennium Copyright Act (DMCA) for cell phone carrier unlocking.

Contrary to the NTIA's recommendation, the Librarian of Congress ruled that phones purchased after January of this year would no longer be exempted from the DMCA. The law gives the Librarian the authority to establish or eliminate exceptions -- and we respect that process. But it is also worth noting the statement the Library of Congress released today on the broader public policy concerns of the issue. Clearly the White House and Library of Congress agree that the DMCA exception process is a rigid and imperfect fit for this telecommunications issue, and we want to ensure this particular challenge for mobile competition is solved.

So where do we go from here?

The Obama Administration would support a range of approaches to addressing this issue, including narrow legislative fixes in the telecommunications space that make it clear: neither criminal law nor technological locks should prevent consumers from switching carriers when they are no longer bound by a service agreement or other obligation.

We also believe the Federal Communications Commission (FCC), with its responsibility for promoting mobile competition and innovation, has an important role to play here. FCC Chairman Genachowski today voiced his concern about mobile phone unlocking (.pdf), and to complement his efforts, NTIA will be formally engaging with the FCC as it addresses this urgent issue.

Finally, we would encourage mobile providers to consider what steps they as businesses can take to ensure that their customers can fully reap the benefits and features they expect when purchasing their devices.

We look forward to continuing to work with Congress, the wireless and mobile phone industries, and most importantly you -- the everyday consumers who stand to benefit from this greater flexibility -- to ensure our laws keep pace with changing technology, protect the economic competitiveness that has led to such innovation in this space, and offer consumers the flexibility and freedoms they deserve.

Installation Art: Who Cares? (English) from We Like Art on Vimeo.

The maintenance and conservation of contemporary visual art is a new challenge for museums and art conservators. More and more artists have taken leave of the painter's brushes and are moving on to new media, such as video. Or they are making installations of transient materials like polystyrene, wax and scotch tape. Can these works be saved for the art lovers of the future? International Network for the Preservation of Contemporary Art.

How to preserve and reinstall the work Notion Motion by Olafur Eliasson: 1.500 m2 of water, light and movement? What about works that are based on outdated technology? A large group of experts worked on the restoration of Exhange Fields, an interactive video-installation by Bill Seaman. Despite the fact that the work is only ten years old, it had to be completely restored and digitalized. And the artist Tino Sehgal doesn't allow any form of documentation of his works. Tate London acquired his performance This Is Propaganda in 2005. Will Tate be able to keep on showing this work to the public?
This film offers a glimpse behind the scenes of the European museum. It investigates three cases that shed an interesting light on the practices and issues that the conservator of modern and contemporary art deals with.

This documentary has been created in collaboration with a group of experts from 35 organizations; working together in the INCCA affiliated projects Inside Installations (2004-2007) and PRACTICs (2009-2011). These European research projects deal with the conservation, presentation and documentation of complex artworks.
The film aims to inform and to increase the public's understanding and appreciation of installation art and its conservation.

Hultman claims that scientific descriptions often works as poetry and choose to see upon associations as a productive way of finding new meanings about our existence. Most of her work is based on drawing and she likes to think about her art practice as a method of both getting closer and getting distanced to reality. China is increasingly being cited in the media for using transmission technologies to attack a variety of Western countries. Reuters reported Mon., Feb. 25 that shortwave radio broadcasts in English from the BBC World Service are being jammed in China, the British broadcaster said on Monday, "suggesting the Chinese authorities were behind the disruption," according to Reuters. "The BBC strongly condemns this action which is designed to disrupt audiences' free access to news and information," the BBC said in a statement, Reuters reports. "Chinese Army Unit Is Seen as Tied to Hacking Against U.S.," a Feb. 18 The New York Times headline reported. An American security firm reports that a 12-story white office tower in China, hosts the People’s Liberation Army Unit 61398, where, "an overwhelming percentage of the attacks on American corporations, organizations, and government agencies originate in and around the white tower," the Times reported. The European Aeronautic Defense and Space Company (EADS), which makes the Eurofighter jet, drones, spy satellites, and the carrier rockets for French nuclear weapons, was hacked recently, Der Speigel reports Feb. 25, and China is also suspected. China responded to the Mandiant Corp. 74-page report that the PLA has stolen data from 141 companies, 115 of which were in the U.S., over a seven-year period. "Cyberattacks are anonymous and transnational, and it is hard to trace the origin of attacks, so I don't know how the findings of the report are credible," Mr. Hong said in the Wall Street Journal. "At the same time, Mr. Hong said China has been a frequent victim of cyberattacks, and he added that the U.S. has been the top source of such attacks. China has suffered virus attacks, and Chinese personal computers have come under control by foreign Internet addresses, he said," according to the Wall Street Journal.

Justin Down's "Will o' the Wisps" installation at free103point9's Wave Farm in Acra, New York, is getting an overhaul. Gearing up for the spring season, engineer Justin Downs works on site at Wave Farm to reconfigure his "Will o' the Wisps," consisting of eight modules deployed in and around a meadow on the Wave Farm property. Each module runs and performs its function with power derived from the environment (in this case solar). The networked system works together to move listeners around an area in varying patterns, indefinitely.
CCRT's "Circular Spectrum Analyzer" is also undergoing a tune-up, as artists Douglas Repetto (pictured) and LoVid work on site at Wave Farm to upgrade their installation. "Circular Spectrum Analyzer" (CSA) is part of the ongoing Cross Current Resonance Transducer collaboration with LoVid. It is a solar energy to sound and movement transducer. Two solar panels directly power a shortwave radio and two motors. One of the motors continuously tunes the radio across the 19MHz spectrum while the other slowly turns seven wooden discs. The shape and engraving of the discs was determined by data collected from the seven Sunsmile devices in Bonding Energy. The same data was used to engrave intricate patterns on the aluminum body of the sculpture.

Velveeta thinks it will sell more "cheese" by identifying with/making fun of amateur radio? Weird.

"Fresh Air" is a large-scale sound art piece curated and created by the Dublin Laptop Orchestra. The piece was written to address the sad truth that many common, household and automobile air-fresheners are heavily carcinogenic. The fact that people are willing to put their lives in danger in order to preserve nothing more than the aesthetic qualities of their world typifies the form over function attitude prevalent in our society and is something which we felt was important to deal with. The work is in three sections, (1) Breathe In(side) by Brian Dillon, (2) Form by Gregory Jackson and (3) A Comparison of Worth by Bernhardt McKenna. "Radia" is a network of 20 stations in 13 countries, including free103point9/WGXC, each interested in new and forgotten ways of making radio. Each week, one station makes a show for all the others to air. Tune in at 5 a.m. Tue., Feb. 19, 2013 on free103point9 Online Radio and WGXC 90.7-FM for "Radia."
