free103point9 presents On The Air, a four-day series of transmission performances at White Box as part of WHITE NOISE for PERFORMA05. On The Air suggests an architecture, in-motion, for the reception of polyphonic radio signals in transmission- based performance. Four FM transmitters distribute four distinct “channels” of sound to portable radios suspended from clusters of helium-filled balloons throughout the gallery space. The radios are set in motion by fans causing the signals to at once surround and abandon the listener. For WHITE NOISE on the occasion of PERFORMA05 members of free103point9’s Transmission Artists have conceived of independent projects that inhabit and disrupt this sonic construction.

On The Air begins with a live Radio 4x4 event: an improvisational performance where four artists each perform into an individual transmitters; the audience’s location in tandem with the balloons’ determine the final mix of the collaboration. Audio ephemera from Radio 4x4 is installed throughout the project duration. Each day will feature interventions from participating artists including 31 Down, Alexis Bhagat, Matt Bua, Damian Catera, The Dust Dive, Joshua Fried, Tianna Kennedy, LoVid, Matt Mikas, Michelle Nagai, Ben Owen, Radio Ruido, and Tom Roe.

FREE103POINT9 is a nonprofit media arts organization focused on establishing and cultivating the genre Transmission Arts by promoting artists who explore ideas around transmission as a medium for creative expression. These investigations include practices in AM and FM radio, Citizen's Band, walkie-talkie, generative sound, and other broad and microcasting technologies utilizing the transmission spectrum. free103point9 programs include a performance/exhibition/transmission series, an online radio station, a distribution label, an education initiative, and most recently an artist-in-residency program, and forthcoming study center and archive at free103point9 Wave Farm, located on 30 idyllic acres in upstate New York, 120 miles north of New York City. www.free103point9.org

WHITE NOISE is presented as part of PERFORMA 05, the first biennial of new visual art performance in New York City, which will take place from November 3 through November 21, 2005. Over the course of three weeks an under the artistic direction of RoseLee Goldberg, more than 20 venues will present a multidisciplinary program of live visual art performances, film screenings, lectures, and exhibitions. More about the artists:

Melissa Dubbin + Aaron S. Davidson are media artists exploring the intersection of video, sound, sculpture, and installation through the creation of opto/electro/mechanical objects. Their work is informed and inspired by engineering, science (bio/robo/electro/ mechanical), architecture, and the navigation of the individual between these variables. Actively repurposing objects and protocols, they turn Braille and barcodes into music, and have used the lifecycle of parasitic wasps as inspiration for sound compositions and sculptural forms. They also create MIDI controllers/instruments for the improvisation of image and sound. It is through disregarding conventional demarcation lines between disciplines, that their hybrid devices result. Their work has been featured internationally in exhibitions, festivals, and performances.

Jared Ashburn

Ashburn is a 29-year-old who moved to Brooklyn, NY one year ago from Santa Fe, NM. He has produced a number of videos, video installations and sound recordings. He has a background in film, video, audio and electronics. Primarily, he is interested in the Structualist films of the late 1960's and early 1970's and the relationships/parallels with early video art.

Shawn Onsgard

As a media artist, Shawn's work uses audio technologies to apprehend an audible understanding of the world; a sound epistemology that might inform new and meaningful life experiences. The recipient of diverse commissions, his composition, sound sculpture, and performance work has been performed and exhibited internationally and throughout the United States.

FCC Affirms $10,000 Fine Against Brooklyn Microcaster

In July 2002, the commission fined Rev. Yvon Louis of Calvary Tabernacle for repeatedly airing unlicensed broadcasts at 93.7 MHz, 88.1 MHz, and 90.1 MHz in Brooklyn throughout late 2001 despite repeated warnings from the FCC. Rev. Louis responded to the FCC's Notice of Apparent Liability by asking the commission to cancel the fine, explaining that an FCC agent he invited to inspect the church did not find a transmitter during his Nov. 2001 inspection. Louis also says that he replaced the infringing one-watt transmitter with a "Part 15" transmitter, thus allowing him to air low-power FM broadcasts without the need of a license. The FCC disputed Louis' claims, noting that its field agents on numerous occasions detected signals far exceeding the permissible level for a nonlicensed FM from Calvary Tabernacle's Nostrand Ave. church. The commission also rejected Louis' argument that no operable transmitting equipment was located there. Furthermore, the FCC refused to cancel or reduce the fine, explaining that Louis continuously broadcast illegally despite repeated warnings.

Williamsburg Diner offers ''Audio Buffet'' every Sunday night

DJ Dizzy and Bess host the "Audio Buffet" every Sunday evening after 10 p.m. at Diner, 85 Broadway at Berry St. in Williamsburg. The duo, both from the Williamsburg microradio station freel03point9, play all genres of music at the acclaimed Diner every week.
