The National Weather Service in Albany has issued a Special Weather Statement for Greene, Columbia, Rensselaer, Albany, Dutchess and Ulster counties warning of areas of black ice through mid-morning, Mon., Jan. 19. Wet surfaces remain from the rainfall Sunday. Even with temperatures above freezing, colder ground temperatures will cause the formation of black ice on untreated surfaces across the region. Black ice will not be uniform so it could be wet in some spots and treacherous in others. This is especially true of sidewalks, less-traveled roads, ramps and overpasses.

Matt Bathrick in The Columbia Paper reports that the state Public Service Commission will “reexamine” its plans to authorize new, higher-wattage power lines from upstate power producers to downstate customers as a way to relieve what the agency has describes as congestion on the power grid. Communities along the proposed routes -- through portions of Greene and Columbia and northern Dutchess counties -- have challenged the plans and found one expert who has presented data suggesting there is no need for new power lines. Mon. Jan. 19 is the deadline to submit new information to the PSC for that reexamination. The PSC plans will report back by June 10 and will host a technical conference about the need for more power lines. The agency will also allow interested parties to question the findings and offer additional comments. Governor Andrew Cuomo’s "Highway Energy initiative" called for the upgraded power lines to transmit 1,000 megawatts (MW) of power from western New York to the downstate area. The four developers will resubmit new proposals based on six criteria the PSC has announced they will base examinations of proposals on:
1. Amount of increased transfer capability
2. Cost to ratepayers
3. Electric systems impact, emission reductions, and production cost impact
4. Extent of new rights-of-way necessary
5. Use of innovative technology to enhance capability or reduce physical footprint of the project
6. Assessment of environmental compatibility, including visual impacts.
According the the article, Claverack Town Board Councilwoman Katy Cashen said the new procedure means “the clock has started” on beginning power line approval process again. The PSC’s website is www.dps.ny.gov (the Case Number is 13-E-0488). Read the full story in The Columbia Paper.

Jon Campbell reports in Politics on the Hudson that Attorney General Eric Schneiderman is preparing new legislation that would mandate companies notify consumers if their email address and password information or health care information was breached. Currently, companies in New York are only required to notify consumers if their credit card, bank account, social security number, or drivers license number is given up in a data breach. “With some of the largest-ever data breaches occurring in just the last year, it’s long past time we updated our data security laws and expanded protections for consumers,” Schneiderman said in a statement Jan. 15. “We must also remind ourselves that companies can be victims, and that those who take responsible steps to safeguard customer data deserve recognition and protection.” According to Schneiderman, there were 5,000 data breaches in New York between 2006 and 2013. Will Brunelle in Capital New York reports that Governor Andrew Cuomo again announced his proposed $500 million broadband expansion plan Jan. 16, with a Lake Placid press conference held by Lieutenant Governor Kathy Hochul. There's $500 million in public funds for internet service providers willing to match the state dollar-for-dollar in the proposal. ISPs must offer 100 megabits per second download speeds for the expansion, though “in certain limited cases, providers may offer 25 Mbps speeds to the most remote unserved and underserved areas of the state,” said Cuomo’s press release. Cuomo first announced the initiative, named the “New NY Broadband Program,” in October at an Albany campaign stop. Now he needs the state Legislature to sign on. Cuomo says $70 million has already spent on broadband improvements since 2011. The story says, "Greene County is shown to have the least access to internet, with 79 percent of residents (39,061) unable to access even 6 megabit per second speed." New York’s Public Service Commission is currently considering allowing Time Warner Cable to merge with Comcast. Read the full story in Capital New York.

Arthur Cusano is reporting in the Register Star Columbia County has announced plans to fund a study on expanding broadband coverage for residents. The county will pay $40,000 for a plan to be completed by a consultant in the coming months. Every town, village and the city of Hudson will be included in the study, according to county Economic Development Commissioner Kenneth Flood. He said. “We’re going to work out the best possible way to improve broadband capacity.” Flood said. The plan will look at ways to provide broadband in areas that do not have it, as well as ways to improve the coverage that already exists. The study will take three to six months to complete. Flood said the plan to be created will be very similar to the one Greene County already has in place. The funding for the study was included in the 2015 budget adopted last month by the Board of Supervisors. Read the full story in the Register Star.

WGXC Programming

Melanie Lekocevic is reporting in The Daily Mail nearly 50 parents, residents and teachers turned out Tue., Jan. 13, for the first of two public forums on the Coxsackie-Athens school district's proposed elementary reconfiguration plan. The forum was held at Coxsackie Middle School. The proposal under discussion would eliminate the district's neighborhood school model. The district currently maintains two, K-4 buildings, one in Athens, the other in Coxsackie. Following the potential reconfiguration, students in kindergarten through second grade would be housed at E.J. Arthur Elementary School in Athens, and third and fourth grade students would be located in the Coxsackie Elementary School. The proposal has been sharply criticized by some parents in the district. Coxsackie-Athens Superintendent Randall Squier said the reconfiguration would create the space needed for the district's new pre-K program. Other district officials cite better opportunities for grade-level teachers to work together and creating the ability to make class size consistent, as benefits to the reorganization. The district will not realize any cost savings from the change. Attendees against the plan mentioned the lengthy bus rides that will be required for some students, the addition of a transition between second and third grade that could be unnecessarily disruptive for students, and the impact on families with more than one child at the elementary level as key issues. The board has indicated no decision will be made on the proposal in the near future. Squier said since there is no imminent cost savings expected, there is no hurry. "The board has no deadline for a decision," he said. The forum was moderated and facilitated by Questar III. Assistant Superintendent Andrew DeFeo, and Director of Communications Dan Sherman. A second candidate has entered the 2015 Hudson mayor's race. Tiffany Martin Hamilton confirmed in an interview with Tom DePietro on WGXC Thu., Jan. 15, that she is seeking a spot on the November ballot. Hamilton declared her intention to run for mayor to the Hudson Democratic Committee, Tue., Jan. 14. Hamilton is currently the vice president of the Hudson City Board of Education and a member of the Hudson Pride Board of Directors. In July, Hamilton founded Hudson Forward, a citizens' group that hopes to influence the political discourse in the city. She said Thursday, it is likely some Hudson Forward friends will be involved in her campaign, but the two organizations will remain separate. Hamilton said she's been contemplating the run for quite a while, and it is clear to her people want change. "It's time for the government of Hudson to be more reflective of the population," Hamilton said. Businesswoman Barbara Dague announced in October 2014, she will run for mayor.  PLAY the full Hamilton interview (3:78).

Bert More reports in The Mountain Eagle that hundreds of people from Delaware, Otsego, and Chenango counties and elsewhere, commented on the proposed Constitution Pipeline in Oneonta Tue. Jan. 13, though he admits he left early. The state Department of Environmental Conservation (DEC) held the hearing about the proposed pipeline that would run largely on the I-88 corridor from Pennsylvania to Schoharie County, and is one of many proposed pipeline and power line projects currently criss-crossing the Catskills and Hudson Valley. The "Watershed Post" blog reports that the pipeline has filed 121 eminent domain lawsuits against property owners along the route who don't want the pipeline to cross their land, and that 81 percent of the 625 landowners along the route have signed easements with the pipeline company. The story mostly reports on many local residents expressing environmental concerns, though there was a large union presence in favor of the project. In Greene, Albany, and Ulster counties, a similar project, the Pilgrim Pipeline, is proposed. The DEC has extended its public comment period on the Constitution Pipeline to Feb. 27. The Daily Freeman is reporting former Led Zeppelin lead singer Robert Plant will perform at the Mountain Jam festival this summer, the organizers have announced. The extended lineup also includes Alabama Shakes, Grace Potter and the Nocturnals and Michael Franti & Spearhead. The festival will take place from June 4 to 7 at Hunter Mountain. Katie Kocijanski is reporting in the Register Star the Germantown Central School District Board of Education voted Wed., Jan. 14, to move its $11.4 capital project referendum forward. The referendum will go to the voters on March 10. District residents will be asked to approve the project, which will include an auditorium and band room expansion, parking lot reconstruction, masonry restoration, water mitigation and the renovation of the baseball fields. “We need to make sure people really understand the project,” board member Brittany DuFresne said. “It should be as simple as possible for people to understand.” Read the full story in the Register Star.

The Associated Press is reporting Gov. Andrew M. Cuomo is proposing a $1.66 billion property tax credit program. He made the announcement Wed., Jan. 14, at Hofstra University on Long Island. Cuomo said the tax credit would apply to homeowners whose property tax burden exceeds 6 percent of their income, and have an annual adjusted household income below $250,000. Cuomo said addressing property tax concerns will be the highest priority as he begins his second term as governor. He said when fully phased in over four years, more than 1.3 million taxpayers would receive an average credit of $950. Read the full story in the Daily Freeman.

The New York State Justice Center for the Protection of People with Special Needs announced Wed., Jan. 14, an employee at the Brookwood youth prison in Claverack has been charged with assault. Ryan Quinion, of Hudson, allegedly unlocked a resident's room and allowed three youths to enter and assault him. Quinion is also charged with failing to seek medical attention for the resident, who sustained multiple injuries. Brookwood is operated by the New York State Office of Children and Family Services. Law enforcement was alerted to the incident when it was reported to the Justice Center's hotline. Troop K of the New York State Police conducted the initial investigation. Quinion was arraigned in Claverack Town Court and released on bail. He has resigned his position.

[caption id="attachment_39312" align="alignright" width="300"] From Scenic Hudson sea level rise map.[/caption]Scenic Hudson has created an interactive map of how rising waters due to global warming will impact the Hudson River. The "river" is a tidal estuary, with tides influencing the Hudson's flow as far north as Troy, according to Wikipedia, so rising sea levels will occur locally. Using a conservative 12" seawater rise, 53 people in the Town of Catskill would be affected, with almost 700 acres either inundated or at risk for flooding, according to the map.

A staff report in The Columbia Paper says that PS21 in Chatham submitted an application to the Chatham Zoning Board of Appeals Dec. 15, seeking approval to build a permanent performance space. The building would replace the current saddlespan tent, which has covered summer dance, music, and theatrical performances at the non-profit facility on Route 66 since 2006. The building is proposed for the same property as the tent, just slightly up a hill. Oddly, the story only has a passing mention of the long-running fued between PS21 and a few neighbors, who mostly complain about sound issues. The indoor black box theater proposal, seemingly, would lessen some of those sound issues. Read the full story in The Columbia Paper.

Siobhan Barton is reporting in the Register Star Facebook announced Tues., Jan. 13, users will now see America's Missing: Broadcast Emergency Response alerts in their news feeds, a product of its new partnership with the National Center for Missing and Exploited Children. Effective immediately, users will see AMBER Alerts based on their proximity to locations police have targeted for missing person searches. It is hoped the collaboration will widen the audience of people who could aid in the identification of a missing or kidnapped person. Robert Lopez, director of Columbia County 911, says taking advantage of the 185 million Facebook users nationwide is an “awesome” idea. Approximately 11 children are reported missing to 911 each year in Columbia County, officials said. Most are not missing as a result of kidnapping. The new alerts will feature the name, description and photograph of the missing person, along with a license plate number and suspected abductor. The AMBER Alert program was started 20 years ago.
