Are the sonic and affective turns, then, actually extensions of semiocapitalism? "Because of great strides in the television marketplace, the Senate Commerce, Science and Transportation Committee is taking a fresh look at the twenty-year-old Cable Act on Tuesday. The hearing, chaired by Sen. Jay Rockefeller (D-WV), discussed changes in television technologies over the past two decades. It focused on examining the effectiveness of the Must-Carry law, a 1992 law currently in place for the cable industry. The Must-Carry law requires a variety of local broadcast stations to be viewed on pay-TV platforms. Today’s Must-Carry rights were enacted by Congress in the 1992 Cable Act, which the Supreme court upheld in 1997. Congress then found that cable systems have an “economic incentive” to alter their local broadcast signals and that, without Must-Carry rules, broadcasters' viability is jeopardized. Tuesday's hearing was a follow-up to the Committee's April 24 meeting on the future of online video. That hearing examined the effect that new technologies have on the existing television and cable market and the business models that are growing the cable industry. Top cable and broadcasting executives, as well as law experts testify. Kolar worked on a "Ringtones" project during his stay that should produced a free103point9 Audio Dispatch in the fall. Kolar produces the "Radius" series that airs the fourth Saturday of the month at 2 p.m. on free103point9 Online Radio and WGXC 90.7-FM in upstate New York.

The UnionDocs Collaborative Studio (CoLAB) is a one-year program for a select group of 12 emerging media artists from the US and abroad. Based in one of NYC’s most exciting neighborhoods, Williamsburg, Brooklyn, UnionDocs offers a platform for exploring contemporary approaches to the documentary arts and a process for developing a collaborative project. The program consists of weekly production meetings, seminars, screenings and other public programs, along with regular masterclasses and critiques with visiting artists. Key benefits include:

- Direct exchange with visiting artists and industry experts.

- A structured environment for research and experimentation.

- Mentoring on the production of original work and regular group critique.

The CoLAB represents a new and alternative fellowship model, offering residency and visa support for six participants coming from abroad and an equal number of spots for local, non-resident participants. It is designed to be affordable and, although participants are asked to make the UDC their primary creative focus, the schedule does accommodate full-time or freelance work. Rather than applying with a project proposal or rough cut, all participants are selected on the basis of previous work and enter the program at square one, open to discovery and fresh connections. The CoLAB has presenting original work at premiere venues such as MoMA’s Documentary Fortnight, the Harvard Film Archive, the Visible Evidence Conference, Camden International Film Festival, Hot Docs, and Direktorenhaus, Berlin, among other venues. We expect a very competitive group of applicants, representing some of the most exciting emerging talents in documentary.

Filmmaker Jon Nealon has a Kickstarter campaign to finish a documentary about the group Videofreex. First based in Manhattan, and funded by both CBS television and Abbie Hoffman, the video collective moved to Lanesville (in the Town of Hunter, near the Ulster County border), in Greene County in the 1970s. The Videofreex were a pioneering video collective who used the Sony Portapak for counter-cultural video projects from 1969 to 1978. They were founded in 1969 by David Cort, Curtis Ratcliff and Parry Teasdale, after Cort and Teasdale met each other at the Woodstock Music Festival. They were based out of a 17 bedroom house in the Catskill Mountains named the Maple Tree Farm. Michael Shamberg, author of Guerrilla Television and founding member of TVTV remarked that “The Freex are the most production oriented of the video groups […] in terms of finished, cleanly edited, high quality tape, which is generally quite entertaining, the Videofreex are clearly the best.” Mirroring the beliefs outlined in Guerrilla Television they believed they could turn the medium of television, at the time dominated by The "Big Three" Television Networks, into a more democratic medium and in 1972 they launched the first pirate TV station, Lanesville TV, using a transmitter given to them by Abbie Hoffman. The Videofreex Archive, containing more than 1,500 original tapes, is housed at the Video Data Bank (http://vdb.org). Work is underway to preserve important titles from the Archive and make them available through distribution. "Scientists Say Ambient Noise Affects Creativity"
Enrico de Lazaro in Sci-News reports on a study from business students at the University of Illinois published online in the Journal of Consumer Research, that shows, "a moderate-level of ambient noise (about 70 decibels, equivalent to a passenger car traveling on a highway) enhances performance on creative tasks and increases the likelihood of consumers purchasing innovative products." Too much noise, at 85 decibels for instance, limited creativity and purchasing, the study found. “It turns out that around 70 decibels is the sweet spot. If you go beyond that, it’s too loud, and the noise starts to negatively affect creativity," said Ravi Mehta, a professor of business administration at the University of Illinois. (Sci-News.com)

Interview with Kristin Thomson from the Future of Music Coalition, about their new report, "Does Radio Matter?" WGXC's Sara Kendall, Noah Reibel, and Melinda Braathen interview Thomson about musicians and the radio. Here's an excerpt from the report: "There’s been a shift in perceptions about broadcast radio. Some observers and music fans say that “nobody listens to the radio anymore,” suggesting that radio is overrated or unnecessary in a landscape that now includes Twitter, YouTube, iTunes and Spotify. But is this true? For musicians in 2012, does radio still matter?"

Two recent stories about cell phone disconnects: one, not getting any rural service led to two deaths, and another about a cell phone company refusing to help police find an unconscious man because of an unpaid bill:

Lissa Harris in The Watershed Post rounds up the now-national coverage of the deaths of an elderly couple in Andes, who died from lack of cell phone service. The story was trumpeted by The Daily News Friday, May 11, a week after the accident, and then an Associated Press story ran in The Washington Post and other papers. From The Watershed Post:

Arthur and Madeleine Morris, a Manhattan couple who owned a vacation home on Woodland Hill Drive in Andes, died near their own property after their car slid off the driveway and over an embankment on the afternoon of Thursday, May 3. But neither was injured in the crash. New York State Police investigator Alan Ferrara told the Watershed Post this week that Arthur had died of asphyxiation, probably after he tried to get out of the car and slipped. Madeleine walked to a neighbor's house in an effort to get help, but sustained a head wound while walking through the woods, and died of exposure during the night.The Daily News reports that Madeleine tried to dial 911 on her cell phone nine times:

Nine times, the call would not go through — so the panicked seniors tried to escape themselves, with disastrous results. Arthur, 88, was smothered trying to crawl out of the Ford Fusion, while brave wife Madeleine, 89, trekked to a road but died of exposure after a rainy night under a tarp.

Nancy Schaar at Ohio's Times Reporter writes:

A 62-year-old Carrollton area man was found unconscious and unresponsive Thursday morning during an intense search overnight by Carroll County sheriff deputies, an Ohio State Highway Patrol trooper and the patrol’s airplane. [Sheriff] Williams said he attempted to use the man’s cell phone signal to locate him, but the man was behind on his phone bill and the Verizon operator refused to connect the signal unless the sheriff’s department agreed to pay the overdue bill. After some disagreement, Williams agreed to pay $20 on the phone bill in order to find the man.
