free103point9 welcomes Laura Hadden and Tennessee Watson to Wave Farm this spring as the 2013 season’s first Artists-in-Residence. The two were selected from a competitive international field of candidates for a two-month residency at Wave Farm in Acra. This residency marks an exciting partnership between free103point9 and The Association of Independents in Radio (AIR)’s Live Interactive program, encouraging experimentation with place-based media and the transmission spectrum in new ways.

Hadden and Watson’s project Wage/Working addresses the issues of income inequality and the concept of wage through a time-based transmission installation and a radio broadcast series on free103point9’s WGXC 90.7-FM. During their time in Greene County, these two accomplished radio producers and artists will be collecting stories and interviews with workers in Greene and Columbia counties regarding their jobs and their relationship to their work.

The stories will be edited to a length, which corresponds with the amount of time it takes each individual to earn $1, creating an inverse relationship between monetary value and time. Those who earn the least are given the most time to speak and the actual value of time can be experienced and internalized by those experiencing the installation, drawing attention to the contrast between the workers at the both ends of the range and profiling workers across the spectrum.

“We are deeply inspired by American author, historian, actor, and broadcaster Studs Terkel and imagine this project in many ways to be a modern, transmission-based adaptation of his efforts to bring the experiences of workers in conversation with one another. The content of our project draws from the oral history tradition that Terkel popularized, while simultaneously utilizing and problematizing the data-driven journalism that is popular today,” says Hadden and Watson.

New York and other states consider privacy laws about radio-controlled drones. Prometheus Radio maps out where new LPFM stations may get created in the United States. The Brooklyn transmitter farmer Aereo can keep its thousands of mini-TV antennae tuned to local television. WBAI's "Off The Hook" discusses release of Aaron Swartz, internet activist, legal documents. And more. The Sacremento Bee reports that 80 proposals related to radio-controlled drones in 39 statehouses across the country, according to the National Conference of State Legislatures. In New York, two Brooklyn Assemblymen introduced bills in Albany this past week. Christopher Robbins in Gothamist reports about Bronx Assemblyman Luis Sepúlveda's bill, which prohibits drone use to gather evidence, "except when authorized under a warrant issued by a court of record or justified by lawful exception to the warrant requirement." Sepúlveda released a statement, saying that he plans several other drone bills, "Banning drones from being armed; clearly defining what constitutes a drone; restricting the use of drones by private citizens; and streamlining the mechanisms to secure permits for responsible drone usage concerning its commercial applications." Tom Precious in The Buffalo News reports that Assemblyman Nick Perry’s legislation, would “protect New York state residents from unwarranted and unauthorized use of drones or other unmanned aircrafts to conduct surveillance upon them inside their homes or place of worship or within the closed confines of their property or other locations where a person would have an expectation of privacy.’’ The Buffalo News says the bill exempts patrols along the Canadian border to prevent illegal entry of people or drugs and other substances, and to counter a "high risk of a terrorist attack by a specific individual or organization based on credible intelligence determined by the commissioner of homeland security and emergency services.'' His proposal includes individual use for "lawful purposes, including recreational or hobby purposes.''

Philadelphia-based radio access advocacy group Prometheus Radio Project says there might be 21 new low-power FM radio frequencies available in the Albany-Schenectady-Troy market. There's an October deadline for non-profit organizations to apply for low-power FM licenses that can cover entire towns. "Not all channels are usable in real-world conditions, and not all channels are in locations with actual demand for community radio," the group says. "These numbers are not gospel -- they are informed guesses made by the Prometheus technical team using FCC tools." In New York State, here are some possibilities: Rochester, up to 32 new stations; Catskill, one; Hudson, two, Kingston, four; Saugerties, three. See more information at Prometheus Radio Project.

The Brooklyn transmitter farmer Aereo can keep its thousands of mini-TV antennae tuned to local television. French radio broadcasts of "Déserts - Présentation pour la première modiale," "Déserts - 1950-54 - for orchestra and tape - World première with Hermann Scherchen," and others, including "Poème Electronique." The first performance of the combined orchestral and tape sound composition was given at the Théâtre des Champs-Élysées in Paris on December 2, 1954, with Hermann Scherchen conducting and Pierre Henry in charge of the tape part. This performance was part of an ORTF broadcast concert, in front of a totally unprepared and mainly conservative audience, with Déserts wedged between pieces by Mozart and Tchaikovsky. It received a vitriolic reaction from both the audience and the press. Varèse, Edgard - Déserts - 1950-54 - for orchestra and tape - With Ricardo Chailly Varèse, Edgard - Poème Electronique – 1958

Max Neuhaus work. "Having made this vocally played instrument for Chicago led me to think about having the callers also do the mixing and grouping for themselves. Obviously I could not be in these five places mixing and grouping at once; so I decided to remove myself completely from that process and implement it as an autonomous electronic system...." In 'Radio Net', the mixing was done with what could be seen as a special case of time-division multiplexing. Although heard as a conventional mix of input signals, the output was actually being switched very quickly from input to input. The perceived level of an input in the mix depended on how long the output lingered on it. The technique allowed automatic mixing according to an analysis of each signal; the criterion I used here was that the highest pitched signal at any given instant won the output for that particular fraction of a second. A week before the broadcast, I shipped these self-mixers to the engineers at the stations in each of the call-in cities and hooked up and debugged them over the phone. In those days radio programs on NPR were distributed by what they called a Round Robin - telephone lines connecting all two hundred stations into a large loop stretching across the country. Any station in the system could broadcast a program on all the others by opening the loop and feeding the program around it. I saw that it was possible to make the loop itself into a sound-transformation circuit and tried a few things with it in several preliminary studies in 1974 For the broadcast I decided to configure it into five loops, one for each call-in city, all entering and leaving the NPR studios In Washington. Instead of being open loops as usual during a broadcast, though, I wanted to close them and insert a frequency shifter in each so that the sounds would circulate; it created a sound-transformation 'box' that was literally fifteen hundred miles wide by three thousand miles long with five ins and five outs emerging in Washington We had a "dress rehearsal" the day before the broadcast so I could get a feel for things. It is touchy when you put a wire that long in a loop; even if you do have a frequency shifter and gain control, each loop was in a sense a living thing - they could get out of hand very quickly. During the broadcast I was on a conference call with the five engineers and could listen to each loop and ask them for changes in shift and gain at any time. My role was holding the balance of this big five-looped animal with as little movement as possible. In all the previous works I had left the nature of the sounds phoned in for each caller to decide. Here I wanted to provide an indication to try and move them past the "Listen, it's my voice on the radio" stage and towards listening to one another. The question was what kind of indication - how does one indicate something to perhaps half a million people with their diverse backgrounds, intentions, and ways of interpreting? I decided to ask them simply to whistle. The results of asking half a million people to do anything, even something as simple as whistling, of course will be diverse. Some will do it; others won't. Those who do will choose how or what to whistle. Even though it may seem a very specific request, for me it was a broad indicator to provide a body of pitched material in the work. During the broadcast, the sounds phoned into each city passed through its self-mixer and started looping. With each cross-country pass, each sound made another layer, overlapping itself at different pitches until it gradually died away. It was quite a beautiful Sunday afternoon - two hours over which ten thousand people found their way into the work and made sounds.

Two pop cutlure icons died on April 8, 2013. The former Prime Minister of England inspired more hateful British pop then any other leader before or since. W.T. Eckert is reporting in The Daily Mail Greene County officials are calling for state officials to allocate funds collected from wireless fees back to the counties to support 911 and public safety communications. The state now imposes a $1.20 public safety surcharge per month on all cell phones. Although the original intent was for the surcharge to be used for 911 operations and to help first responders communicate and respond to emergencies, a very small portion is now allocated to the county for that purpose. Greene County’s Public Safety Committee Chairman William Lawrence said the funds could be be used for emergency equipment, personnel training and continuing education. The matter will be considered by the full Legislature at its next meeting, April 17. Read the full story in The Daily Mail. NOTE: William Lawrence is a WGXC programmer.

Jaap Blonk (born 1953, Woerden) is a Dutch avant-garde composer and performance artist. One of his early influences was Kurt Schwitters, whose Ursonate he first heard in 1979; he memorized the entire work, and it became one of the cornerstones of his repertory; he has recited portions of the piece hundreds of times in various public places.[2] His compositions and performances are examples of sound poetry, making use of words and phonetic snippets as well as clicks, hisses, and other vocal manipulations. He works as a solo performer, in collaboration with avant-garde musicians such as John Tchicai, Tristan Honsiger, and Mats Gustafsson, and with his own ensembles Splinks and BRAAXTAAL.[1] His live performances involve humor and improvisation, and are occasionally received poorly by audiences, as when he was booked as an opener for punk rock band The Stranglers early in the 1980s.

Hosted by Eve Essex, originally aired Jan. 14, 2013 on ARTonAIR.org. "Issue Project Room Radio" will air on free103point9 Online Radio and WGXC 90.7-FM at 2 p.m. the second Saturday of the month in 2013. On Saturday, April 14 2012, Hunter Hunt-Hendrix kicked off his Residency at Issue Project Room in a duo performance as Liturgy with Bernhard Gann, The set features eruptions of distorted guitar and what Hunt-Hendrix calls a “burst beat,” an industrial-like discharge of noise that accelerates, decelerates and explodes in and out of sync with the back beat. Hunt-Hendrix’s vocals alternate between incinerating yelps and minimalist Gregorian-like melodies, an effect that evokes something simultaneously apocalyptic and ethereal, something uncontainable yet grounded. Hunter Hunt-Hendrix is the singer, guitarist and songwriter for Brooklyn-based black metal band Liturgy. Born 1985 in NYC, he matriculated at Columbia University, earning a B.A. in philosophy. During that time, he also studied contemporary composition (electroacoustics, extended techniques and a seminar with Tristan Murail) while also maintaining a close connection to the D.I.Y. Brooklyn music scene, playing in hardcore, metal and math rock bands. In 2008 he formed Liturgy, a self-christened “Transcendental Black Metal” band committed to developing and enhancing resonances between black metal and various domains of avant-garde culture: serious music, contemporary art and contemporary philosophy.

Radio Arts Space gives the public insight into the wide range of artistic approaches in the field of Radio and Sound Art. The selected works rely on the culture and experience of listening. The demand for listening is what distinguishes these works and stimulates us to rethink current exhibiting strategies and spaces where we do listen. A project of radioCona, Radio Arts Space premiered December 2011 at the ŠKUC Gallery in Ljubljana, on 88.8-FM Ljubljana, Slovenia, and online at radioCona.si. Invited curators were asked to put together a selection of works, either culling from the submissions to the radioCona open call and/or by choosing artists on their own. All together the project consists from 46 artworks, exhibited by 42 artists from 22 countries and more than 21 of listening hours. Radio Arts Space combines seven independent curatorial perspectives:

The week in radio and media headlines are reviewed. From Free Speech Radio News: "Former FCC Commissioner Michael Copps on media consolidation and threats to public airwaves." Also, Claire Gastanaga, Executive Director of the American Civil Liberties Union of Virginia, discusses radio-controlled drones, privacy issues around them, and a new law in Virginia protecting citizens rights. And the Federal Communications Commission is asking the public for input on its indecency rules. Finally, in 1977 the Sex Pistols' "God Save the Queen," topped, but was emitted from the British pop charts, and now, "Ding Dong The Witch Is Dead," from the 1939 film "The Wizard of Oz," is number one without any recognition by the BBC. The New York Post reported that a Saudi national with shrapnel wounds was in custody at a Boston hospital. The Associated Press said cell phone service had been shut down in Boston to prevent someone from triggering a bomb remotely. Many outlets reported BBs in the bombs. These reports were later proved false. The Atlantic Wire traces the entire history of the rumor of the link between a small fire at the JFK Library, and how the media got those reports, and treated that information. And the Truth Broadcast Network, and others, seized on the slurry of information, some false, some true, to craft a host of conspiracy theories before anyone took credit for the explosions.

A composition made from the imagined and actual intercepted fields of electro-magnetic and acoustic signals in and around my apartment in Toronto, Canada. This piece seeks to express some of the wireless action surging daily on site. I am particularly interested in the relative flatness and depth perceivable in both acoustic and Hertzian space, and in the diminishing horizon in the city as a result of urban design and an exponential increase in wireless infrastructure (or electro-magnetic clutter). Additional filters include mason jars, theremin, ring modulator, staged interference, and delay. This show is best enjoyed on headphones, for those listening online.

Special on American bluegrass singer, songwriter, double bassist and guitarist Hazel Jane Dickens, just before anniversary of her detah, April 22, 2011. From Tennessee Watson, an Artist-in-Residency at Wave Farm, working on the Wage/Working project. From Wikipedia: "Hazel Jane Dickens (June 1, 1935 – April 22, 2011) was an American bluegrass singer, songwriter, double bassist and guitarist. Her music was characterized not only by her high, lonesome singing style, but also by her provocative pro-union, feminist songs. Cultural blogger John Pietaro noted that "Dickens didn’t just sing the anthems of labor, she lived them and her place on many a picket line, staring down gunfire and goon squads, embedded her into the cause." The New York Times extolled her as "a clarion-voiced advocate for coal miners and working people and a pioneer among women in bluegrass music." With Alice Gerrard, Dickens was one of the first women to record a bluegrass album."

From Jan. 19, 2013 broadcast: "Art's Birthday" is an annual event first proposed in 1963 by French artist Robert Filliou. He suggested that 1,000,000 years ago, there was no art. But one day, on the 17th of January to be precise, Art was born. According to Filliou, it happened when someone dropped a dry sponge into a bucket of water. Filliou proposed a public holiday to celebrate the presence of art in our lives. In recent years, the idea has been taken up by a loose network of artists and friends around the world. Each year the Eternal Network evolves to include new partners - working with the ideas of exchange and telecommunications-art. In 2013, for the 1,000,050th birthday of art, the Experimental Sound Studio hosted the radio collaboration NRRF Radio in the Audible Gallery from 2 p.m. to 8 p.m., January 17 (GMT -6) -- transmitted to the neighbourhood via FM (87.9) and to the world streamed live over the internet. This is a rebroadcast of that show. Kicked off by the immortal and clichéed words by FDR, there is music by Oingo Boingo, Art, the Funky Bardos, Bob from "Sesame Street," Klaus Flouride (that's the way he spells it), Ed's Redeeming Qualities, the Flying Lizards, Elements of Style, Magazine, Ultravox, the Art of Noise, the Misfits, Guadalcanal Diary, the cabaret-act duo Joe & Eddie, Mark Stewart & The Maffia (ditto on that spelling, too), and a duet between Lydia Lunch and Clint Ruin on "Don't Fear the Reaper," this show is chock full of timely weirdness. Add a dollop of mind-blowingly dark topicality by MisteRogers (of all people!) and rants by Jack Van Impe, Garner Ted Armstrong, Bob Tilton, the lisping Peter Barkhuisen, and Jimmy Swaggart raving about "that black night in Massa-two-shitts!", and mix it all with background sounds like quirky movie themes by Laika & the Cosmonauts and sweeping cinematic textures from Pink Floyd's underrated "Atom Heart Mother" suite

McChesney speaks about his new book, "Digital Disconnect: How Capitalism is Turning Internet Against Democracy" (New Press), explaining how the political economy has impacted the internet and punctured earlier illusions; how rather than empowering people, the corporate internet giants with their monopolies are collaborating with the government to know everything about our private lives while increasing their profit margins. He cites role of social media and demise of the traditional media, suggesting public investments be made to develop new, trained, internet journalists. He holds Ozone Therapy in Dentistry courses 25 to 30 times per year and is the director at Wellville Institute for Advanced Oxygen Studies. "Radia" show from Radio One 91FM. Dunedin, New Zealand, "Taiwan Old-New Times" by Johnny Chang. In the gentlest and least signposted of ‘city symphonies’, albeit one which transfigures the field recording toward the overheard musicality of the everyday, Berlin based composer Johnny Chang takes us on an extended soundwalk around the changed urbanscape of his Taiwan childhood. As Johnny says of the piece: “Field recordings captured in Taiwan, from immediate vicinity of childhood home in the city to the countryside. (in order of appearance) : Street market vendors chatter and canned pop music punctuate. Traffic sounds originate from the intersection directly at the corner of my family home – pretty much a constant background sound. Ebb and flow of Kaohsiung city. Repetition of life – signified by various type of drones surrounding us.” Johnny Chang Berlin-based composer-performer Johnny Chang engages in extended explorations surrounding the relationships of sound/silence and the in-between areas of improvisation, composition, performance and listening. Johnny is part of the Wandelweiser composers collective, and works with: Antoine Beuger, Lucio Capece, Jamie Drouin, Jürg Frey, Christian Kesten, Hannes Lingens, Radu Malfatti, Koen Nutters, Morten J Olsen, Michael Pisaro, Derek Shirley, Stefan Thut. The interview happening was moderated by Cal Green of Pacifica Radio WBAI show The Critical People. In tow with Andy Warhol in his on-air entourage was: Henry Geldahler associate curator of American Art at the Metropolitan Museum of Art in New York , Film director Paul Morrissey who directed Chelsea Girls and would collaborate on many other Andy Warhol produced film projects like Flesh, Trash, Women in Revolt, and Flesh for Frankenstein. Also two of Andy Warhol's early Factory models and actresses Ingrid Superstar or Ingrid Von Scheven and International Velvet referred by Ingrid in this recording by her born name Susan Bottomly and heir to the Factory's lead "Superstar"-crown previously worn by Edie Sedgewick. With forty five years passed since this interview it's clear that Andy Warhol was not about to be forthright and forthcoming when the media attempted to critique, understand, or categorize his work. The interview is filled with deflections, half truths and partial truths and feigned ignorance. From Pacifica Radio Archives.

This comes as journalists have stepped up nationwide demonstrations to protest ongoing attacks against media workers as the country marks the one-year anniversary of a law intended to protect both journalists and human rights defenders. But as FSRN's Andalusia Knoll reports, challenges remain in fully implementing the law.
