Candidates for Mayor of Hudson, Republican William Hallenbeck and Democrat Nick Haddad, took the stage at the auditorium in the JLE Primary School to discuss issues facing the city for the Hudson African-American Leadership Alliance. The event was moderated by the Reverand Ronald Grant. The candidates agreed on most everything, except the final two questions of the evening. The final question from an audience member was about whether DSS allotments for housing were large enough.

Haddad: DSS underwrites a reasonable rent.
Audience member: Then why are there so many homeless people?
Haddad: I'm not sure there are a lot of homeless people per se sleeping on the street if that is how homelessness is defined.

When his turn came, Hallenbeck said he thought the city did have a homeless problem:

Hallenbeck: I agree with you in regards to the homeless. We have a homeless issue, and we shouldn't lose sight of the fact that we have a homeless issue. And we shouldn't lose sight of the fact that we should be looking continuously for homeless shelter.

Hallenbeck then went on to list several possible options, saying, "is rent control one of those?"

The only other major difference came over the city's waterfront. Hallenbeck supports the city's Local Waterfront Revitalization Program (LWRP) as is, while Haddad feels it needs improvement. "Hallenbeck said he supported the proposed LWRP and that it was time to move forward with developing the waterfront," Tom Casey reported in the Register-Star. "He said he felt a majority of the city supported it, and that 'all those people can’t be wrong.'"

"Haddad said that he respected the decision of the council if it passes, however said he did not agree with the proposal, saying he did not believe businesses would want to invest in an area that shared light industry with recreation," Casey wrote in the Register-Star.

Lissa Harris in The Watershed Post reports that a, "study published recently in Northeastern Naturalist, by Roland Kays and Robert Feranec of the New York State Museum in Albany, confirms that a wolf shot in Saratoga County in 2001 was in fact a wild wolf that migrated naturally into the area, not an escapee from a zoo or breeding facility." The Albany Times-Union has more:

The DEC issued a statement saying the study shows federal U.S. Fish and Wildlife Service officials need to reverse efforts to remove endangered species protections for wolves in the Northeast. Said Christopher Amato, assistant commissioner for natural resources, "We continue to believe that natural recovery of wolves in the Northeast is possible and urge the U.S. Fish and Wildlife Service to reconsider its recent proposals and to update its wolf recovery plan to reflect this new scientific information and support the natural recolonization by wolves."

Harris also writes that the scientific community is debating whether the "gray wolf" (Canis lupus) and the "Eastern wolf" (Canis lycaon) are separate species. If the U.S. Fish and Wildlife Service says they are different species, Northeastern states might be removed from the gray wolf's historical range, and any gray wolves migrating into the area would not be protected. Michael Ryan in The Daily Mail covers Lt. Gov. Robert Duffy's visit to Prattsville, and gets to the point in these four paragraphs from his story:

[Town Supervisor Kory] O’Hara pointed out... that many homeowners are wavering in terms of investing in the town’s future, with floods virtually certain to happen again, and that only 2 of the 21 businesses in town have been able to reopen, to date, even with Herculean effort.

“It would take somewhere between $20,000 to $50,000, depending upon the situation, for each of these businesses to get back in operation,” O’Hara said. “And it has to be a grant, not a loan. Most of these folks were just making enough to put bread on the table. They weren’t buying new cars.

“We’re at a point where we don’t know whether we should keep going or stop and wait to see if the dollars are going to be available to help us,” O’Hara said. “Do we leave our town as it is right now or move forward? I know one thing. The money isn’t going to come from our town budget.”

“I’m not here to give you promises and pledges we can’t keep,” Lt. Gov. Duffy said. “The State is in tough financial straits. I can say we’re pushing as hard as we can for federal aid to cover as much of this as possible. I would never say spend money you don’t have.”

The Daily Freeman reports that the unemployment rates for counties in the WGXC listening area all ticked up slightly from August to September. Greene County unemployment went from 7.8 to 8.3 percent, and Columbia County went from 6.8 to 7 percent unemployed. Ulster County rose from 7.7 percent in August to 7.8 percent in September, Dutchess County increased from 7.1 to 7.2 percent, and in Delaware County the jobless rate went to 8.1, up from 7.5 percent. Jimmy Vielkind in Capitol Confidential reports that Albany County District Attorney P. David Soares talked with Keith Olbermann, the former MSNBC host whose show “Countdown” now airs on Current TV last night and confirmed he was not prosecuting Occupy Albany protesters arrested for trespassing or other violations. “The concern was law enforcement locally sparking greater interest and sparking, quite frankly, a fuse we wouldn’t be able to control,” Soares said. “Things have been fine, and the relationship couldn’t be better.” Occupy Albany protesters have been in that park since last Friday, Oct. 21. Hilary Hawke in The Ravena News-Herald reports that the Coeymans Hollow Post Office may close next year, largely because of a 2006 law passed by a Republican-led Congress that requires the U.S. Postal Service to pre-fund all retiree and pension obligations for the next 75 years, that is causing the postal service to operate at a deficit. Over 50 local residents turned out for an Oct. 13 informational meeting, and most opposed the closure. At a post office closing meeting at the South Bethlehem Post Office on October 11, Assemblyman Steve McLaughlin, the Republican in Albany who represents Coeymans, told anyone upset about postal closures to "make noise" and contact their representatives, as he does not believe there is a need to put aside so much pension money now, and would rather local offices remain open. WRIP (97.9-FM) in Windham is reporting on their Facebook page that the Disaster Recovery Centers in Windham and Prattsville will close this Wednesday, October 26 at 8 p.m. Both centers were opened in late August in response to Hurricane Irene flooding in the area. Call FEMA at 1-800-621-3362 or register online at www.DisasterAssistance.gov.

On Tuesday, October 25 at 6 p.m., both Republican and Democrat candidates for Mayor will meet in a candidate forum sponsored by HAALA, the Hudson African American Leadership Alliance, at the John L. Edwards Primary School Auditorium in Hudson. William Hallenbeck, the Republican candidate, and Nick Haddad, the Democrat, will discuss issues at the forum. Dick May in the Seeing Greene blog reports that “Wild Land: Thomas Cole and the Birth of American Landscape Painting,” a traveling exhibit of works by the Catskill artist, opened Sept. 1 at the Brazos Valley Museum in Bryan, Texas. Sponsored by the National Endowment for the Humanities, the exhibit will travel the country for five years. May also reports that another exhibit of Cole's, with Asher B. Durand, opens at the Louvre in Paris on Jan. 13 with screenings of the film “Thomas Cole: Painting the American Landscape." Read the full story at Seeing Greene.

Jimmy Vielkind in Capitol Confidential reports that Gov. Andrew Cuomo was quizzed by former Governor David Paterson on his WOR radio show Monday, Oct. 24, and while Paterson tried to get Cuomo to weigh in on the "Occupy Albany" movement, he declined to say much. Cuomo said, “It’s all across the country, and I respect it.... We believe in the right to demonstrate. We also believe in the rule of law.” Vielkind reports that New York state controls the park where demonstrators are camping, just west of Lafayette Park. There is an 11 p.m. curfew there, according to Sgt. Kern Swoboda of the State Police, who told Vielkind it was “speculative” to say whether anyone camping in the park would be subject to arrest. Vielkind also reports that, "Cuomo’s top aide Larry Schwartz called Albany Mayor Jerry Jennings Friday and urged him to clear the park of demonstrators." Albany police officials refused to enforce the curfew, and, "Albany County DA David Soares said he wouldn’t prosecute anyone arrested for peacefully demonstrating in the park, trespass charge or no," according to Vielkind. In an earlier post, Vielkind quoted an Occupy Albany protester saying that Cuomo is a target of the protests: “We’re calling him governor one percent,” said 31-year-old UAlbany grad student Colin Donnamura. “If you’re in the top 1 percent you get a tax cut, if you’re in the 99 percent you get service cuts … we think it’s fundamentally unfair.” Read the full story in Capitol Confidential.

Several local roads are being worked on this week. The Register-Star's Facebook page, but not the newspaper, is reporting that the City of Hudson is milling and paving the following streets beginning Mon., Oct. 24: Graham Avenue, Fairview Avenue, Green Street, Warren Street (7th to Worth Avenue), and Michael Drive. Jim Planck in The Windham Journal reports that repairs to Kaaterskill Clove on Route 23A will be finished in November, according to the New York Department of Transportation. “Route 23A is currently open to alternating one-way traffic, controlled by a traffic signal and flaggers,” DOT Senior Public Information Officer Carol Breen told Planck. “One lane of traffic was compromised by a slope failure caused by excessive flooding in the creek that runs along the highway.” The road links Hunter, Tannersville, Palenville, and other mountain communities with the valley and leads into Catskill, and was damaged in the storms associated with Hurricane Irene. Claude Haton in The Daily Mail reports that the Route 32 bridge, over the Cauterskill Creek in Kiskatom just below the intersections of Routes 32 and 23A, should be fixed by Nov. 1. The bridge has been closed since late August, as it was damaged in the flooding associated with Hurricane Irene.

The National Weather Service predicts Tuesday will be mostly sunny, with a high near 59. Tuesday night there is a 30 percent chance of showers, mainly after 1 a.m., with a low around 38. Wednesday there is a 50 percent of chance of showers, with a high near 57. Thursday there could be more rain, and Thursday night it may turn to snow at higher elevations.

The National Weather Service has issued a "Hazardous Weather Outlook" for this afternoon and tonight as severe thunderstorms may impact the area. Greene, Columbia, Ulster, Dutchess, Albany, and Rensselaer counties are all under the alert. The NWS also warns that a low pressure system visiting our area Thursday might bring the first snowfall of the season.

A story without a byline in The Greenville Mountain View Pioneer (the paper without a website) reports that the Town of Rensselaerville is considering raising taxes at budget workshops Oct. 25 and Oct. 27 at 7 p.m. at the Town Hall. "I am truly hoping we don't have to vote to override the tax cap," said Town Supervisor Marie Dermody in the story. The town will lose county sales tax revenue next year, since about 70 fewer people in the town then a decade ago, and the funds are based on census figures. In addition, Albany County's proposed 2012 budget includes a 19.2 percent tax increase.

Chris Simonds in The Columbia Paper reports that Greenport officials will have to spend an additional $49,805 fixing a road they just finished fixing in July. Then, according to a story in the Register-Star, the town spent $124,000 to fix recurring flooding on Mt. Merino Road. Simonds writes that Greenport officials now hope the Federal Emergency Management Agency picks up the tab, as the damage occurred from storms associated with Hurricane Irene. "Asked whether Mount Merino Road will be closed, [Town Supervisor Edward Nabozny] said, 'Only for a very short time, if it's closed at all.'," Simonds writes. Tom Keyser in the Albany Times-Union reports protesters began a 24-hour "Occupy Albany" protest Friday night in Academy Park, and despite an 11 p.m. curfew in the park, police have not yet intervened. The paper estimated 150 folks stayed overnight in the park Saturday night, facing near-freezing temperatures. The protests are an offshoot of the Occupy Wall Street protests that have been going on in Manhattan since Sept. 17.
