Albany Times-Union reporter Cathleen Crowley reports, via Twitter, that another 20 protesters were arrested as state police enforce an 11 p.m. curfew late in the state-owned Lafayette Park. Just under 40 protesters were arrested late Saturday and Sunday, and Albany District Attorney David Soares says he will dismiss the trespass tickets. Albany County Republican Chairman Don Clarey is calling for Gov. Andrew Cuomo to supersede Soares. The State Police are being basically laughed at by the local DA,” he told Jimmy Vielkind in Capitol Confidential. “We have a curfew, we have a set of laws, and we should abide by it. I don’t favor beating anybody in the head, but I do favor enforcing the law.” Meanwhile, at Occupy Wall Street, police began clearing Zucotti Park for "cleaning." Many protesters were being arrested, and there are ongoing protests throughout Manhattan on Tuesday. Thursday, Nov. 17, is the two-month anniversary of Occupy Wall Street.

While donations to the folks in Greene County in need after the flooding associated with Hurricane Irene has usually overflowed with too many donations, there is a new need. "We have received a lot of inquiries from people looking to donate Christmas decorations. If you have items to donate, please contact Matt Sakow at the Prattsville Recovery Center, 347-633-1536," says a message on the "Neighbors Helping Neighbors" Facebook page. Jim's Great American in Prattsville is also accepting decoration donations.

Jimmy Vielkind in Capitol Confidential reports that New York State’s budget deficit grew $350 million to around $3.5 billion total. Vielkind says the "mid-year financial report" is causing a stir in Albany. The document missed its legal deadline, and now Gov. Andrew Cuomo says its announcement may bring state legislators back to Albany early to, presumably, cut more spending or reintroduce the so-called millionaire's tax. The state's financial report said:

"Weak and unsettled economic conditions around the world — illustrated by the Eurozone financial crisis, volatility in the financial markets, and persistently disappointing data on employment, consumer confidence, and income — have darkened the State’s fiscal outlook. The significant positive receipts results early in the fiscal year have been largely eroded as the economy weakened in the summer months. With the prospect of a weak bonus season on Wall Street, even more negative pressure is being placed on the State’s receipts outlook."

Steve Delahoyde of mediabistro.com reports that always-controversial performance artist Marina Abramovic, who is about to make the city of Hudson home to an international museum of performance art, caused an art world controversy last weekend at the Los Angeles Museum of Contemporary Art. Choreographer Yvonne Rainer criticized LA MOCA's fundraising gala Sat., Nov. 12, where Abramovic hired performers to stick their heads up through holes cut out in the center of tables to make human-head centerpieces, calling it a “grotesque spectacle” that “promises to be truly embarrassing.” Despite the criticism, the event went ahead, as does work inside the Marina Abramovic Foundation for Preservation of Performance Art at the corner of Columbia St. and Seventh St. in Hudson. Here, she speaks with Justin Palmer, of Tannersville, and Rebecca Zindell, of Catskill, at Columbia-Greene Community College, where the local department of labor’s one-stop career center is located. Palmer was there in response to an unemployment mandate; Zindell is a student. Palmer lost his job about two months ago and receives unemployment insurance benefits. He is 33-years-old and he said he’s never had a problem finding work, until now. Zindell talks about her financial situation. Walter Severini in The Watershed Post reports that YNN is first with an interview with Alan Huggins, the former Prattsville Town Supervisor who defeated incumbent Town Supervisor Kory O'Hara in a last-minute write-in candidacy Nov. 8 by 15 votes. Greene County election officials will confirm the results after recanvassing this Thursday. "It felt great that they had trust in me to try to get them through this disaster," Huggins told the YNN television reporter. The town was decimated by flooding associated with Hurricane Irene in late August. "I'd like to get Main Street back so it looks like Main Street again and the tax base is a big issue for me," Huggins told YNN. Read the entire story and see YNN video at YNN.

Cairo Planning Board members approved a new grocery store, and shopping plaza last week, according to Doron Tyler Antrim in The Daily Mail. “We’re very close to being able to start construction,” Hannaford representative Bill McKenney said at a Cairo Town Board meeting last week, of the store that will be built soon where the Slater's Great American is, on Main St. at Route 32. Early Friday a fire adjacent to the shopping center closed two local businesses. Teller’s Restaurant and Karen’s Flower Shop are both now closed for the forseeable future, according to a report in The Daily Mail.

Several local "Occupy" actions to report this weekend:
• Friday at 2 p.m., a group of folks calling themselves "Occupy Hudson" on a Facebook events page organized at a park along Warren St. in that city, and then held a brief protest at the Bank of America in Hudson on Warren St. The Register-Star includes a report about the protest.
• Sometime "Friday evening," a group protesting the ongoing labor negotiations between Verizon employees and management used the word "occupy" in front of a reporter Jeff Alexander of The Daily Mail outside Town Hall in Catskill, and there is a story about that protest in the paper.
• Late Sunday night 13 protesters at Occupy Albany were arrested, according to Jimmy Vielkind in Capitol Confidential. State Police arrested and charged 13 Occupy Albany protesters with "trespass" for refusing to leave state-owned Lafayette Park for the neighboring Academy Park. On Saturday night, 24 protesters were arrested at Lafayette Park.

New York state education officials just released the list of schools added this year to the "needs improvement" list in the "No Child Left Behind" program.

In Greene County:

Lynn Sloneker in her Unmuffled blog reports that John L. Edwards Primary School principal Steven Spicer alleges “unlawful discriminatory actions” against the Hudson City School District and its Board of Education. "In a complaint filed with the New York State Division of Human Rights, dated Oct. 28, Spicer alleged he is 'being subjected to disparate treatment for unlawful discriminatory reasons relating to' his race. Spicer is the only African-American administrator employed by the school district." Board president Peter Merante would not comment to Sloneker on Wednesday. “I haven’t had the chance to read it [the complaint] yet,” Merante told the reporter. "I don't want to say anything until I've had a chance to look at it." Spicer alleges:
• He was subjected to harassing, “disparaging” emails from Hudson High School principal Thomas Gavin where Gavin accused Spicer of professional misconduct. Specifically, “...corrupting state Regents exams and knowingly assisting teachers and students in cheating on the state assessments.” Spicer complains that Superintendent John F. Howe failed stop the harassment.
• Howe reprimanded Spicer via email several times, copying those emails to other staff members.
• Spicer did not receive an annual performance review in 2010-11. “The meeting occurred for all the other building principals, except me. No appointment was made and no reason was given,” according to the complaint. Spicer also says he was not given a raise per his contract.
• Spicer claims he was denied a key to the administrative offices that every other administrator has.
"The complaint was filed against the HCSD and its board, but Spicer specified Howe as the individual responsible for the discrimination. He said the most recent act occurred Oct. 14," Sloneker reports. Read the full story in Unmuffled.

Put on your Nate Silver caps everyone: Republican William Hallenbeck currently leads Democrat Nick Haddad in the Hudson mayoral election by 27 votes. There are, reportedly, about 200 absentee ballots left. Let's pretend for a moment that there are exactly 200. Haddad would have to poll 28 more votes than Hallenbeck to win. So that would be 114-86. That would mean Haddad would have to win 57 percent of the absentee ballots. While some might suggest that absentee ballots tend to be more Democrat than Republican, if they are largely from military serving overseas, they tend to be Republican. In Hudson, there may be more second home owners, who could be expected to lean to the Democrat, then military. And, of course, there may be a few votes recounted, or discovered, but, still, Nick Haddad would have to poll at least 57 percent to overcome the current deficit to William Hallenbeck in a 200-absentee vote situation. That's not impossible, but is unlikely. While pundits and politicos claim it is now up the the absentee votes or the lawyers, actually, the election rests mostly on what we know: Hallenbeck leads by 27 votes, and that probably will be too much to overcome by any new information.

The United States Department of Agriculture’s (USDA) Risk Management Agency (RMA) is easing insurance regulations on fresh apple producers, which should save New York farmers some money. “New York State is home to the world’s best apples and the hardest working producers,” Senator Kirsten Gillibrand said in a press release crowing about the change. “They shouldn’t be held back by red tape and bureaucracy. I am pleased we could come to an agreement with the RMA to ease these burdens on our apple producers, helping them to cut costs, cover their crops with the insurance they need, reach new markets and grow their businesses.” Many apple producers were not eligible for fresh apple crop insurance because they did not meet the previous standards of record keeping. New York produces approximately 1.25 billion pounds of apples annually, generating nearly $236 million in revenue for the state, according to Gillibrand.

Organizers of Occupy Hudson have a Facebook page for a meeting at 2 p.m. Friday, Nov. 11 at the pocket park on Warren St. across from the Hudson Opera House. Organizer Nora Paholak wrote on the Facebook page, "I think we should begin with just a general assembly rather then a march, if we do a march it will have to depend on how many show up."

Local band Mother Fletcher are breaking up after a Nov. 25 farewell show at Helsinki Hudson. "We are calling it quits. Its been a great 4 yrs for us but we've all grown and it's time to move on. So please come and join us for our last official performance! ... Oldies but goodies, some of the newer stuff and there is sure to be some covers as well," a message on the Facebook event page for the show says. The band plays "ska, reggae, dub" and was very popular in the area.

A write-in candidate defeated an incumbent in the town that the flooding associated with Hurricane Irene wiped out, and there's a tight race for Mayor in the area's largest city, in election results. In Prattsville, Alan Huggins, a former town supervisor who mounted a last-minute write-in campaign, beat incumbent Kory O'Hara 155 to 140, with an unknown amount of absentee ballots. In Hudson, it may be all over except a reported more than 200 absentee ballots, with Republican William Hallenbeck currently ahead of Democrat Nick Haddad 760-733. Other major races:
• In Cairo, Democrat Ted Banta beat incumbent Republican John Coyne 923-868. Incumbent board members Richard Lorenz and Janet Schwarzenegger were voted off, in favor of Dan Joyce and Anthony Puorro. Town Clerk Tara Rumph retained her seat, even after the local Republicans kicked her off the ticket. She beat Democrat Linda Kuever and Republican Monika Fabiano. Tanja Sirago beat David Cannizzaro for Town Judge 1,251 to 270.
• In Columbia County, Democrat Richard Koweek, with 9,103 votes, beat current DA Beth Cozzolino, with 7,272 votes, to become Columbia County Court judge. Current Judge Paul Czajka has 8,964 votes to Democrat Eugene Keeler's 7,098 in the district attorney contest. For treasurer, Paul Keeler has 9,418 votes to Peter Stoll's 6,421. And, for coroner, James Bertram (R,C) beat George Davis (D, WF) 7,092 to 6,506.
• In Greenport, incumbent Supervisor Edward Nabozny, Democrat, lost to Republican John Porreca, 590-584, with an unknown number of absentee ballots.
• In Stuyvesant, Republican Ron Knott beat Democrat Lee Jamison, the second time in a row Jamison has lost, though this time it was not as close. The Stuyvesant race seemed tied to issue of dog barking at the Glencadia Dog Camp, with the anti-Glencadia candidates winning Tuesday evening.
• In Hillsdale, Republican/Democrat-endorsed Art Baer is leading Conservative/Independence candidate Robina Ward 276-267 with an unknown amount of absentee ballots.
• In Catskill, Joseph Leggio handily defeated Robert Lewis, 1,064 to 731.
• In New Lebanon, Mike Benson won the supervisor's seat with 439 votes to Meg Robertson's 266.
• There were a couple of other failed write-in efforts in Greene County. In Halcott, Alan Reynolds and Walter Miller were elected to the town council, though write-in candidate Pete Ballard trails by just one vote with an unknown number of absentees. In Athens, former Greene County Legislator Ray Brooks mounted a last-minute write in campaign, but could only muster 91 votes to Leeallen Palmateer's 356 for Athens Town Supervisor.
