Jimmy Vielkind is reporting at the Times Union's Capital Confidential blog the federal magistrate now handling the congressional redistricting process issued a draft of district lines Tues., Mar. 6, earlier than expected. The proposal announced by U.S. Magistrate Roanne Mann bunkers the Capital Region between a Hudson Valley/Catskills district and an Adirondack district. The number of districts allotted to New York is shrinking from 29 to 27. The Hudson Valley district would include Columbia, Greene, Ulster, Otsego, Delaware and Schoharie counties, as well as parts of Montgomery and Dutchess counties. Rep. Chris Gibson, R-Kinderhook, resides in the district, which currently snakes along the Hudson River around the Capital Region’s urbanized areas to Lake Placid. The Mann proposal absorbs much of what is now Rep. Maurice Hinchey’s district; Hinchey announced he will not seek re-election next time around. Gibson released a statement through a spokesperson, Tuesday. “Congressman Gibson remains focused on serving the constituents of the 20th Congressional District and working toward his three goals of growing the economy, restoring fiscal responsibility, and protecting freedoms. Certainly, we don’t want to lose any part of our current district, but recognize there may have to be some measure of change. However, the redistricting process is one that is beyond our control. Emilia Teasdale writes in The Columbia Paper about the plan to expand the Chatham Plaza on Route 66. The proposal put forward by plaza owner Hampshire Company calls for construction of an addition off the back of the existing structure. The largest store space in the plaza currently houses Price Chopper, but the supermarket company plans to leave its current space and build a new, larger store on an adjacent lot. During the village Planning Board public hearing Mon., Feb. 27, Hampshire's attorney and engineer answered questions and concerns about the project, specifically addressing the draining issues anticipated as a result of the 18,000-square-foot expansion. Price Chopper holds a lease on the space until 2019. The plan under consideration will shift the layout of stores in the plaza, moving LaGonia's Pizza and Café to the south end, and moving the supermarket to an enlarged space in the middle. Melanie Lekocevic in The Daily Mail reports that Coxsackie is organizing a farmers market for this summer for Wednesday nights. While Greenville, New Baltimore, Hudson, and perhaps Catskill hold weekend markets, Coxsackie's will be 4:30-7 p.m. midweek. “We... thought a lot of people in this area don't travel to other markets on Saturday mornings, so we thought we could get them interested in a farmers market during the week,” said Melissa Scheriff from the Greene County Rural Health Network. Ariel Zangla reports in The Daily Freeman that incumbent Michael Tancredi is running unopposed for another three-year term as Tannersville village trustee. Tancredi, a registered Democrat, is running on the Independent Mountain Party line, for his sixth term at the March 20 election. He is a 59-year-old, self-employed landscaper who owns High Peak Landscapes. "Priorities for the village include completing the replacement of the park pavilion at Dolan’s Lake and renovating a building on Main Street to serve as a new firehouse, Tancredi said," according to Zangla's report. The Times Union's Paul Grondahl writes about the discovery of the world's oldest forest near the Gilboa Dam in Schoharie County. The fossilized forest, estimated to be 385 million years old, dates from a period marked by the early evolution of trees. Researchers at the New York State Museum were part of a team that made the discovery in the spring of 2010, after working a riverside quarry exposed when the dam was built in the 1920s. The site is located about one-quarter mile below the dam on Schoharie Creek. The forest flourished during the Middle Devonian period, predating the dinosaurs by 160 million years. The discovery included the identification of two new species of prehistoric trees. Read the full story in the Times Union.

Casey Seiler in Capitol Confidential reports a judge formally dropped charges against 88 protestors arrested over the course of Occupy Albany’s two-month downtown encampment last fall. City Court Judge Thomas K. Keefe dismissed more than 100 charges that were technically still pending against the protesters after District Attorney David Soares announced that he would not prosecute protesters arrested for nonviolent offenses that did not involve property damage. Gasoline prices rose on Fri., March 2 for the 24th straight day, as pumping stations pass along the rising cost of oil. The national average for gasoline hit $3.74 per gallon, according to AAA, Wright Express and Oil Price Information Service. That's an increase of 46.5 cents per gallon since the start of 2012 and a record for this time of year. Some market analysts say it could reach a record of $4.25 per gallon by late April. Oil prices have been rising since January on fears that world supplies will suffer as the West confronts Iran over its nuclear program. Iran is the world's third-largest oil exporter. Locally, The Daily Freeman reports $3.97 gas at the QuickChek in the Town of Ulster. The Daily Mail reports several local gas prices, with the lowest at $3.85 in Chatham at the Mobil at 2 Church St.; also $3.87 at Catskill's Gulf at 260 West Bridge St., and $3.89 at the Stewart's Shops at 61 Chatham St (US-9) in Kinderhook.

LPFM application window this fall
Paul Riismandel in Radio Survivor reports LPFM and translator stations are on the Federal Communications Commission's March 21 meeting agenda. The agency is expected to open a window for new applications for low-power stations around the country and in the Hudson Valley later this year. The agency is trying to first resolve the translator issue, as those stations have been gobbling up possible LPFM frequencies. The advocacy group Austin Airwaves expects up to 10,000 applications for low-power stations in the U.S., when a five-day window to apply is opened in September or October. Israelis shut down legal Palestinian broadcasts
Democracy Now! reports the Israeli military raided two Palestinian television stations in the occupied West Bank this week. "Employees of Watan TV and another station affiliated with Al-Quds University say Israeli troops seized broadcast equipment and computers in overnight raids. Israel says the stations were interfering with air traffic control frequencies, but Palestinians say Israel is committing blatant censorship," the story said. The Israeli's claim that the legal Palestinian broadcasts are going to crash airplanes. “Civil aviation waves, according to international parameters, start at 120 megahertz, while TV frequencies start at above 500 megahertz,” Suleiman Zuheiri, undersecretary of the Palestinian ministry of telecommunication in Ramallah, explained in a Maan News Agency story. This is often said about pirate radio broadcasters in the United States, and is false. There has never been a case of an airplane crashing because of a radio broadcast.

Massive farms of tiny antennas may bring television signals
Timothy B. Lee in Ars Technica reports that a coalition of major broadcasters are suing Aereo, a startup business that wants to offer New York residents television broadcasts streamed over the Internet. "Rather than capturing content with a single antenna, Aereo plans to have enough tiny physical antennas in its server room that each active user can be assigned his own personal antenna. Aereo claims it is effectively letting each customer use a 'remote TV' whose antenna just happens to be located far away from its screen," Lee writes, and the established broadcasters are challenging that business model. "Ars Technica asked Jimes Grimmelmann, a copyright scholar at New York Law School, to evaluate the case. While Grimmelmann thinks Aereo's convoluted business model wouldn't be necessary in a sane copyright system, he believes that the company has a good chance of winning in court," Lee writes. In 2008 a federal appeals court ruled that Cablevision did not infringe copyright when it created a "remote DVR" system where customers in their homes access Cablevision's DVR servers in a similar manner to Aereo's plan. "The court agreed, and its reasoning depended on the fact that Cablevision stored a separate physical copy of a program for each user who requested it, rather than storing a single copy and streaming that copy to every user," Lee writes.

The National Weather Service issued a Winter Weather Advisory from 10 p.m. Fri., March 2, through 10 a.m. Sat., March 3 for western Greene County and eastern Columbia County. Sleet, freezing rain, and snow is expected, especially at higher elevations.

The Prattsville Housing Committee hosts a "Housing Expo & Home Improvement Show" 10 a.m.-6 p.m. Sat., March 3, at the Fire House in Prattsville. “The Expo is open to everyone in the process of rebuilding or new building, whether as a result of the devastation of Hurricane Irene or because springtime renovations are on your mind” notes Annie Hull, the Committee Chair. Vendors are coming to discuss funding, grant opportunities, contracting, suppliers, landscaping, masonry, modular homes, and real estate. Rep. Chris Gibson will attend, around 1 p.m.

The heavy, wet snow that fell mid-week might not be the best for skiing, but the three local resorts will take what they can get this year. The Greene County mountains each report about 8 inches fell. Catamount Ski in Columbia County has 29 trails and four lifts open with 18-40" of snow. Windham Mountain has a snow base between 20" and 50" on 46 trails with six lifts open. US Ski Team members Tommy Moe, Donna Weinbrecht, Diann Roffe, Tamara McKinney, Steven Nyman and locals Staci Mannella and Caitlin Sarubbi, will all be on the mountain Saturday. Hunter Mountain has up to 18" to 72" of snow on 44 trails with five lifts.

Tom Casey reports in the Register Star that members of the Columbia County Chamber of Commerce are cautiously optimistic about the area's business climate. According to the 25th Annual Capital Region Business Climate Survey conducted by the consulting firm Marvin and Company and The University at Albany School of Business and released last month, 37 percent of those surveyed said business increased overall, and 28 percent said it remained stable in 2010; the majority believed the trend would continue. The greatest concerns: The national economy and taxes. More than half said the increase in technology-based businesses in the Capital Region have had no impact on them at all. “I think it shows...a lot of optimism about the state of the economy and where things are going,” Chamber President and CEO David Colby told Casey. “We are not back to a level of optimism from a couple years back, but it’s certainly an improvement.” Columbia County Board of Supervisors Chairman Pat Grattan is cautiously optimist himself, telling Casey the outlook is positive but the economy "is not out of the woods just yet." Karrie Allen writes in the Chatham Courier the Ghent music festival, The Big Up, is taking a year off. The July event, organized by Shireworks Productions, is on hiatus, but, Shireworks assured Allen, plans are underway for a large-scale festival in 2013. Franesa Pyle, spokesperson for the 25-year-old live performance promotion firm, said plans were changed due to “factors beyond our control." In February, the Town of Ghent made changes to its zoning laws, which could have an impact on the event. Strategic planning for the 2013 festival was underway, Pyle said, but she did not confirm the venue. The Big Up has been held at Sunnyview Farm, a 1,500-acre site on Arch Bridge Road, since its founding in 2007. The three-day event features musical acts on four performance stages, as well as various arts and culture and multimedia experiences. The 2011 festival attracted 70 acts and 5,000 visitors. New York hunters killed more than 228,350 deer and 1,250 bears during the 2011 hunting seasons, according to New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens. Outside of the Adirondack region the 2011 bear total set new records, substantially exceeding previous record takes in central and western New York. In contrast, the bear take in the Adirondack region dropped to a level not seen since 1998. In 2011, hunters took slightly more than 118,350 antlerless deer (adult females and fawns) and just over 110,000 adult male deer (bucks). In the northern zone, the buck take (about 15,900) was essentially unchanged from 2010, though the antlerless harvest (about 10,900) was down about 13 percent from last year. In the southern zone, excluding Long Island but including the WGXC listening area, the adult buck take (about 93,100) increased nearly four percent over last year while the antlerless harvest (about 105,400) decreased by three percent.
