Reports on the end of "Free Speech Radio News," and radiosurvivor.com reports a Federal Communications Commissioner is trying to stabilize AM radio, and FCC schedules an Oct. 3 webinar about how non-profit organizations can apply for low-power FM radio licenses. "Free Speech Radio News," a show that included freelance audio journalism from around the world and aired on WGXC 90.7-FM at 6:30 p.m., and more lately, 6 p.m., will air its final show Fri., Sept. 27. The show ends because of a financial struggle. "Our major funder Pacifica has not been able to pay us and its past-due balance to FSRN is about $198,000," the show's board of directors said in a letter (printed in full below). "Our production currently costs about $36,000 per month. Until recently, your dollars supplemented a $25,000 per month contract with our major donor, the Pacifica Foundation. But our current contract is for just $10,000 per month, which is not enough to sustain daily production at current levels." The letter says Pacifica currently owes FSRN almost $200,000. The show emerged, in January, 2000, according to Wikipedia, as freelance reporters for the former Pacifica Network News engaged in a strike over censorship by Pacifica's then Executive Director and Board. The strike ended in March, 2002 when the board was replaced and "Free Speech Radio News," since then, received major financial support from Pacifica. During her residency Contant will further develop a performance for radio based on research about transmission during The Weimar Republic. This research was compiled in her Master’s thesis, which received The Distinguished Thesis Award from The New School’s Media Studies Department in 2012. Over 90 pages of historical, technical, and theoretical writing addresses a lacuna in media scholarship about the importance of this radio epoch. However, in its academic form, Contant realizes that her research remains limited to a small, rather specific community. A public performance and archival documentation of her proposed performance, makes Contant’s research accessible to a wider public audience.

PLAY AUDIO (3:34) Paul Lewis and Dan Roberts in The Guardian report that on Sept. 25, several Senators combined various legislation recently being proposed to rein in United States government surveillance, into the Intelligence Oversight and Surveillance Reform Act. Ron Wyden (D-Oregon), Rand Paul (R-Kentucky), Mark Udall (D-Colorado), and Richard Blumenthal (D-Connecticut) introduced the bill. The Act would prohibit the NSA's bulk collection of phone records of Americans under section 215 of the Patriot Act, and close a so-called "back door" that potentially enables the NSA to intercept the internet communications of Americans swept up in a program protected by Section 702 of the of the FISA Amendments Act. Russia Today reports that Senator Dianne Feinstein (D-California), who is the chairperson of the Senate Intelligence committee, will introduce a weaker bill that would not limit the current scope of NSA surveillance. Howard Reich in The Chicago Tribune reports that among the 24 winners of the 2013 MacArthur Fellowships, or “genius grants,” announced on Wed., Sept. 25, there are several radio-related artists. Each winner receives $625,000 over a five-year period, with no strings attached (an increase from the $500,000 amount of previous years). Since 1981, the Chicago-based John D. and Catherine T. MacArthur Foundation fellowships have been selected by a secret process for which no one may apply. This year's winners include 13 men and 11 women, from 32 to 60-years-old. Some of the notable winners: Jeremy Denk, 43, New York, is a concert pianist who plays standard repertory and 20th-century works, and writes in The New Yorker, The New Republic, and other publications. Carl Haber, 54, Berkeley, Calif. Experimental physicist Haber has invented new means for recapturing fragile aural documents. Recordings made on wax cylinders, lacquer discs, and other historic technologies have been retrieved by Haber and colleagues using a non-contact technique that transforms visual data into a digital sound file. Vijay Iyer, 41, New York. Jazz pianist brings the sounds of his Indian heritage in jazz improvisation and composition. Dina Katabi, 42, Cambridge, Mass. Katabi, a professor at the Massachusetts Institute of Technology, and her collaborators have created ways sending radio waves faster, more safely and more securely. She has, "shown that Wi-Fi signals can be used to read the movement of a person's body, enabling a computer to receive instructions delivered by gesture rather than by keystroke." Friday Morning Quarterback, a radio trade magazine, reports that radio consultant firm Mark Kassof & Co. has revealed a portion of its annual ListenerThink P1 study, and the research shows that 70 percent of 18- to 64-year-old radio listeners agree with the statement: "If you couldn't listen to radio, you'd feel something important was missing from your life." Only 27 percent disagree, while 3 percent don't know. The study also said that 53 percent of 18-64-year-olds agree strongly or slightly that, "radio isn't as good as it used to be." The findings are based on 989 online interviews with radio listeners in the U.S., conducted in September.

Radia Show 443: "Random Time Radio" from TBC Radio via Radio X (Frankfurt, Germany). "Radia" is an international network of radio stations, including Wave Farm's WGXC, interested in creative and forgotten ways of making radio. Each week, one station is charged with making a radio art show for all the others. time. measure, number and rule. rhythm and beat. synchronization. but what if clocks run differently? if they get out of synch, stop, get rid of the regime of time zones, world time, standard time? what time do they show? and how will those come together, who – knowingly or not – set their time according to them? is it possible that in the end chance provides the only key to synchronize these times from time to time? RANDOM TIME RADIO examines this complex and at the same time adopts it. its starting point is an on-site research, locating clocks and other timers that are not or not anymore in synch with standard time. together with further time pieces and timers they feed into and become part of an alternate clockwork which in turn uses the medium of radio to the listeners to allow temporary synchronizations with alternate times. RANDOM TIME RADIO is a temporary mechanism of the TIME BENDING CLOCK, installed for a measured time in halle as part of the ADDICTED2RANDOM radio art festival. RANDOM TIME RADIO TIME is based on a live radio performance staged at the händelhaus in the festival’s open glasshouse studio, the audible parts being broadcasted in real time by radio corax. while certain elements of the clockwork were set with an archive consisting of compositions inspired by principles of time and/or random as well as various recordings of clocks, the mechanism itself was directed by random and time. there were six channels running in an autonomous random mode, playing each piece full time – but inaudible both for the public and the performer. the signal to switch into listening mode was delegated to special dice (six for the hours, six for the minutes, and six for the seconds), thrown from time to time to insert random time. additionally, during the whole time of the performance astandard mechanical clocks were transformed into (un)clocks. it is said the original performance lasted for 2 hrs and 20 minutes standard time, which was a pre-set timeslot within the festival. the time frame of radia pieces is 28 minutes standard time. seems like radio has a great potential to become a mechanism of RANDOM TIME. at the same time it is still ruled by standard time. but then what about the sounds set free? listen. listen closely: what time is it? what time is yours? if we all do pass anyway: would you pass it to random? you still have the choice.
