Casey Seiler and Jordan Carleo-Evangelist are reporting in the Times Union New York voters Tues., Nov. 5, backed an amendment to the state constitution that would allow the development of seven new resort-style casinos, starting with four upstate — including one in the greater Capital Region. With all or parts of the vote from 60 of the state's 62 counties tallied by 12:30 a.m., supporters of the measure were leading 58 percent to 42 percent, according to unofficial returns. Gov. Andrew Cuomo's office declared victory. The measure was defeated in several local counties, including Albany, Schenectady, Warren and Saratoga, which has been widely considered a strong contender to be the region's casino site. Voters in Columbia and Greene counties voted in favor of the measure. New Yorkers rejected an amendment that would have raised the age limit for judges on the state's highest court and principal trial court to 80 years old. If passed, the measure would have postponed mandatory retirement for four of the seven judges currently on the Court of Appeals, who are appointed to 14-year terms. State Supreme Court justices, who are elected to 14-year-terms, can now get three two-year extensions beyond 70, provided they get a certificate that they are capable and needed.
