Cuomo administration warns of impact of ACA repeal

Dan Goldberg is reporting at Politico New York the Cuomo administration Wed., Jan. 4, released information indicating the state would be significantly worse off than it was five years ago if the Affordable Care Act is repealed without a replacement plan. The uninsured rate was approximately 10 percent in 2013 before the law was implemented, and is now close to 5 percent. That rate could climb to as high as 15 percent if the law is revoked. officials said. The individual insurance market would be destroyed and the Medicaid program would be upended. New York would lose roughly $1 billion in federal subsidies and could have to spend as much as $5 billion if the Cuomo administration chose to cover Medicaid recipients who lost their insurance. The greatest impact for New York would be in the Medicaid program, where as many as 1.9 million people could lose their health insurance. The estimates released Wednesday are based on the reconciliation bill Congress passed last year, and President Barack Obama vetoed. Estimating the impact without knowing exactly what the Republicans plan to do is "challenging," said Jason Helgerson, the state’s Medicaid director.
