State Comptroller finds Cairo fuel management practices to be lacking

The Office of the New York State Comptroller on November 27, released the findings of an audit conducted of the town of Cairo's records concerning its fuel inventory. The objective of the review was to determine if town officials had designed appropriate internal controls to adequately safeguard town assets. Among the auditors' key findings: they found that 733 out of 840, or 87 percent of the fuel usage documents were not completed or kept up to date by Cairo Highway Department personnel. Of the more than 43,000 gallons of gasoline and diesel fuel used, valued at $93,000, Cairo officials were able to account for only 12,600 gallons, valued at $23,000. And the fuel access keys were not kept locked or in a controlled place. Nine of the 26 fuel keys were left unsecured inside of vehicles. State officials recommended the town board take action to ensure that accurate fuel delivery and inventory records are maintained, and that fuel inventory reconciliations be performed on a regular basis; that policies and procedures be implemented for tracking fuel usage to ensure the fuel is actually being used for town business; and to keep fuel keys lock up when not in use. According to the audit report, town officials agreed with the findings and recommendations and "indicated they plan to take corrective action."
