Matthew Hamilton is reporting at Capitol Confidential law enforcement will step up their presence in New York City following a suspected terror attack in Lower Manhattan, Tue., Oct. 31. The incident, in which a man drove a truck into a bike path, left eight dead and seriously injured 11, state and city officials said. Speaking at an evening briefing, Gov.
