Cuomo created a 10-member panel Tues., Nov. 13, to investigate the "response, preparation and management of New York's power utility companies" in the wake of Superstorm Sandy's downstate devastation, as well as the damage upstate from tropical storms Irene and Lee in 2011. Cuomo said the panel's mission was "not going to be about tinkering on the edges" of the current system of power delivery. While his executive order includes no deadline for the inquiry to be done, the governor said he expects its recommendations to be taken up by the Legislature in its January session. The investigation panel was created by executive order according to the provisions of the century-old Moreland Act, which grants the governor broad power to set up a special commission to examine "the management and affairs of any department, board, bureau or commission of the state."
