WRGB-TV Albany is reporting Gov. Andrew M. Cuomo vetoed a measure last week that would have allowed the state to commission a feasibility study for making five years old the mandatory age for starting kindergarten. The bill was proposed by Assemblymember Pat Fahy, a Democrat who represents parts of Albany County. Fahy says New York is one of only a few states that still allow children to start kindergarten if they turn five on or before December 1, allowing those with late fall birthdays to start before they turn five. She argues that the age when a child starts formal school can impact their formative years."Maybe the child was a great reader. But they might not have had the great motor skills. We have kids anywhere from age four to age six in the same kindergarten class. We need to even that out,” Fahy said. Cuomo called the study an unnecessary expense, saying the information is already available and because the bill failed to assign a cost to the study.
