Jimmy Vielkind is reporting at Capitol Confidential for the second year in a row, Rep. Chris Gibson broke ranks with fellow Republicans to vote against the House of Representatives’ one-house budget drafted by Wisconsin Rep. and former vice presidential candidate Paul Ryan.
