Ulster lawmakers fail to override Ryan veto of budget information measure

Patricia Doxsey is reporting for the Daily Freeman Ulster County lawmakers were unable to override an executive veto of a local law that would require administration officials to provide the Legislature with initial budget requests submitted by county departments, along with backup documentation. County Executive Pat Ryan vetoed the resolution in April, arguing the measure violated the county charter and would hamper the administration's ability to craft its proposed annual budget. "By allowing the Legislature to insinuate itself into the county executive's budgeting process, the proposed law violates the letter and the spirit of the charter and ignores the will of the people to choose how their local government functions," he wrote in his veto message. The 14-8 vote fell two votes short of the required 16 votes needed to override the veto. Legislator Lynn Archer, who sponsored the original resolution and called for the override vote, said the law clarified already existing charter language and set a deadline by which the administration would be required to turn over the information.
