Cuomo plans to legalize marijuana in next year's state budget

Cayla Harris reports in the Albany Times Union that Gov. Andrew Cuomo plans to release a proposal to legalize the recreational use of marijuana in January inside next year's state budget. Cuomo plans to meet with leaders from nearby states to devise a "common framework" for marijuana laws, including minimum ages or permitted THC content. "The best way to get things done, I think we can all agree, is in the state budget," Cuomo said. "When it's not in the state budget, that's when things get problematic." Individual lawmakers get less sway over legislation included in the budget, and Democrats have little choice but to vote for the overall spending bill.
