Matthew Hamilton is reporting in the Times Union Gov. Andrew Cuomo announced December 28, he will propose legislation to ban school lunch shaming and increase access to breakfast at high-need schools. The proposal will be made as part of a student hunger platform in his State of the State agenda. For schools with more than 70 percent of its students eligible for free or reduced lunch, the governor also wants to require that breakfast be provided after the school day begins, rather than before. Cuomo also wants to increase lunch reimbursements for schools that purchase at least 30 percent of their ingredients from New York farms, as well as expand a state Farm to School program with additional funding.
