Cuomo wants more in oil train spill fund

Scott Waldman at Capital New York reports that Andrew Cuomo has proposed increasing the $25 million state oil spill fund to $40 million. The oil train explosion that killed 47 people in Canada in 2013 cost more than $1 billion, but State Department of Environmental Conservation commissioner Joe Martens told a hearing in Albany Wed., Jan. 28 that the federal government pays for large accidents of that sort. This increase is slated for the more typical small oil train accidents that New York covers, he said. The $15 million would derive from higher fees on trains that transport oil through New York but do not sell it here. Riverkeeper staff attorney Michael Dulong told the hearing that when the fund was created more than 30 years ago it was worth about $100 million in today's dollars.
