Cuomo ties business initiative to SUNY funding

Will Brunelle is reporting at Capital New York funding for public state colleges could be tied, in part, to how they attract businesses to tax-free zones developed under the Start-Up NY program. Gov. Andrew M. Cuomo has proposed withholding 10 percent of aid for SUNY and CUNY schools if they do not submit so-called performance improvement plans. He is also dangling $30 million in bonus funding as he pushes to move from enrollment-based to performance-based funding for the college system. One of the four points of the plan calls for schools to outline financial incentives for college presidents who provide leadership that results in commercialization of research. Cuomo has touted the program as key to reviving the upstate economy. Critics on both the left and the right say the administration is inappropriately picking winners and losers, and is not being sufficiently transparent about administration or marketing.
