Recode reports that as land-line phones are plagued with robo-calls from telemarketers, cell phones may soon be too. The Federal Communications Commission is considering allowing "ringless voicemail," a way for telemarketers to send voice mail messages to cell phones. Anyone getting one of these calls won't know it until checking their voicemail, which will be full of messages from telemarketers if the FCC approves the proposal. The Republican National Committee is supporting the measure, and using the First Amendment as a rallying cry for filling Americans phones with junk messages. “Political organizations like the RNC use all manner of communications to discuss political and governmental issues and to solicit donations — including direct-to-voicemail messages,” the RNC told the FCC in a public comment on the proposal. “The Commission should tread carefully so as not to burden constitutionally protected political speech without a compelling interest." A different "ringless voicemail" proposal was ignored by the FCC in 2014, but now a pro-business FCC may allow the proposal. See the proposal on the FCC website.
