Budget would suspend registration of repeat toll scofflaws

Matthew Hamilton reports in Capitol Confidential the state Department of Motor Vehicles now will suspend a motorist’s registration if he or she has not paid three or more toll violations within a five year period. “Toll evaders flaunt the law and do so on the backs of hard working New Yorkers who play by the rules,” Governor Andrew Cuomo said in a statement. Motorists will be sent notifications of each toll violation, and vehicle owners may request a DMV hearing if they dispute a registration suspension. Cuomo's budget proposal also hopes to expand open-road tolling where motorists are billed without stopping. The new state budget also includes legislation that would make it a violation to operate a vehicle on a toll road, with license plates that are not easily readable.
