Proposed ordinance would require permits for hosted short-term rentals in Rhinebeck

Kemble is reporting for the Daily Freeman town of Rhinebeck officials are reviewing a proposal that would require property owners to acquire permits if they wish to host short-term rentals for less than 30 days. The proposed ordinance was discussed during a Rhinebeck Town Board meeting this week. Under the proposal only hosted short-term rentals would be allowed. Zoning Review Group member Jim Levy provided recommendations to establish a registry and require rental units to be inspected. The recommendations also include a requirement that a property manager be designated for short-term rental properties if the owner will be away. Levy said the town has between 90 and 135 short-term rental properties, which ranks second in Dutchess County. Town Supervisor Elizabeth Spinzia said the recommendations would be reviewed, with an emphasis on prohibiting properties from being purchased for the sole purpose of being used for short-term rentals.
