William J. Kemble is reporting for the Daily Freeman Supervisor Robert McKeon says Dutchess County officials have apparently misunderstood requirements for setting speed limits on local roads and he plans to press forward with efforts slow traffic in two areas. “It turns out there never was a requirement that the local municipality fund a speed study,” McKeon said during a virtual meeting July 27. Town board members have been trying to get speed limits reduced near Mill Road Elementary School and in the College Park residential development. However, county Commissioner Robert Balkind advised that the state required the municipality to fund the study and provide the data. Later, state engineer Lisa Mondello contradicted the commissioner when clarifying that studies could be done by municipalities to expedite requests, but it is not required. Mondello said that if a municipality or county is either unwilling or unable to submit study data, the state Department of Transportation would perform the speed study. “The objective is to encourage local town boards to take a more active role in determining the need for speed limits on local highways by participating in the required data collection,” she wrote in an email.
