Matthew Hamilton reports in Capitol Confidential that State Senator Tony Avella (D-Queens) used the biggest snow day of the year so far to re-propose legislation that would make it a crime if you don't clear the snow off your car. Cars driving with snow on them would face a $75 fine, like in New Jersey and Connecticut.
