NWS: Flood Watch in effect through Thursday

The National Weather Service predicts one to three inches of rain over the next 48 hours, and has issued a flood watch for eastern New York and much of New England. The NWS notes that the heavy rain will be accompanied by snow melt, as temperatures will be in the '50s Wednesday. The ground is frozen across most of the area, which could result in a localized flash flood threat where intense rainfall rates occur. The NWS warns rural road washouts and river ice jams are possible over the next several days in the Hudson Valley.
