Cuomo signs FOIL bill

Bill Mahoney reports in Politico New York that Gov. Andrew Cuomo signed legislation that may make requests under the Freedom of Information Law more expedient. Now, when government entities lose a lawsuit after denying a FOIL request, they have nine months to appeal a judge’s ruling. This bill shortens that period to two months. Cuomo vetoed a similar bill in 2015 and when government transparency advocates criticized the veto of this and another FOIL bill last year, saying the vetoes “call[ed] into question the governor’s commitment to transparency.” Cuomo then issued an executive order calling on the state to “adhere to the spirit” of the legislation.
