Mugshots banned in New York

Rachel Silberstein reports in the Albany Times Union that mugshots of accused criminals are a thing of the past in New York, though a new state law will still allow the public access to most arrest information. Gov. Andrew Cuomo, and the Democratic leaders of the Assembly and Senate, agreed to the measure behind closed doors in budget negotiations last week. The New York Civil Liberty Union and several news organizations have said the new law is too broad and would impair police accountability efforts. Banning mugshots attempts to stop companies from publishing the images online and charging to have the booking photos removed from the web. "To me, it's extortion. But they can't bring an extortion case, so how do you prevent a person from having their mugshot put up?" Cuomo said in January. "We're disappointed that the public will no longer have guaranteed access to booking photos, but pleased that they will at least have access to the names, ages and charges against the person who has been arrested," said Diane Kennedy, president of the New York News Publishers Association.
