Cuomo unveils many proposals in speech

Cuomo wants to change the state tax code in reaction to the just-passed federal tax plan; combat sexual misconduct; reform state criminal justice procedures; ban domestic abusers from possessing guns; end cash bail for misdemeanor and non-violent felony charges; and bring early voting to New York, among other proposals. Abortion rights would be codified into state law; undocumented students could get college tuition assistance; and toll takers would be replaced by robots. And it would not be a Cuomo "State of the State" speech without a nod to ethics reform. For the last several years he has mentioned ethics reform in January and then not again through the legislative session.
