David Lombardo reports in Capitol Confidential that activists from the Fair Elections for New York campaign want the commission lawmakers and Gov. Andrew Cuomo set up for the 2022 elections to be composed of reform-minded experts, not political cronies, as often is the way in Albany. A nine-member commission will be chosen by Cuomo, who will pick two representatives, each legislative leader will pick a member, and there will be one appointment for each minority leader. A final seat will be jointly chosen by Cuomo and the legislative leaders. The commission will then deliver binding recommendations by Dec. 1, and they become law on Dec. 22 unless the legislature blocks them during a special session. “We intend to take the commission process seriously, because it’s likely going to happen and we can’t leave the results to chance,” said Rosemary Rivera, co-executive director of Citizen Action of New York. “Who sits on it, and how it functions, will signal how serious our elected leaders are about achieving real reform.” The commission is expected to propose a system for publicly financed election campaigns.
