Bill introduced to ban proper names in law titles

Casey Seiler is reporting at Capitol Confidential Assembly member Barbara Clark has introduced a bill that would amend legislative law to ban a measure from being introduced with a short title that contains a person’s name. The bill’s justification memo calls the practice of naming bills after people, usually those who have experienced tragedy, exploitative and unnecessary. The sort of bill titles the measure would undo include Buster’s Law, named after a Schenectady tabby cat who was set on fire. The bill popularly known as Leandra’s Law, which toughened penalties for drunk drivers who have a minor in the car, was actually called the Child Passenger Protection Act.
