Cuomo gives State of the State speech

Cayla Harris reports in the Times Union that Gov. Andrew Cuomo talked about tax cuts for small businesses and the middle class, social justice initiatives, legalizing marijuana, improving health care, and expanding education programs during his "State of the State" speech in Albany Jan. 8. Republicans wanted to discuss the state's $6.1 billion budget, and whether only rich people should be released from jail pending trials. "New York at her best is the progressive capital of the nation and we must fulfill that destiny again this year," Cuomo said. "We understand the current dynamics of this nation's downward spiral. ... If there is no progress there is no hope. And if there is no hope, the vacuum that is left is easily filled by the void of anger ... and division." Cuomo fired off proposal after proposal during the speech: he wants state legislators to reveal their tax returns; guaranteed paid sick leave for almost all workers; and a $3 billion environmental bond act to tackle climate change. Democrats control both the Senate and Assembly again this year. But after last year's session with Democrats holding the majority, he vetoed more bills than he did when Republicans ran the State Senate. Cuomo was vague about where the money would come from for his proposals and the deficit. He suggested that the state might look at education spending and its Medicaid model to make up some of the difference. Cuomo did not once mention the bail reforms passed last year that he approved.
