Hudson lawmakers to vote on new data resolution, police reform plan

Aliya Schneider is reporting for Columbia-Greene Media the Hudson Common Council will vote Tue., Mar. 16, on a revised police data resolution and the Police Advisory and Reconciliation Committee report. The PARC report is the city’s police reform plan and it must be submitted to the state by April 1. The police data resolution, which is unrelated to the PARC report, was approved by the full council in January, but later withdrawn. The original resolution called for the police department to provide monthly gender and race data for every vehicular and pedestrian stop. The new resolution would require quarterly reports that include gender and race data for all vehicle and traffic violations. Arrest reports already include gender and race information, Hudson Police Chief Ed Moore said. Moore argues that questioning people about their gender seems intrusive. “There are different gender identities,” he said. “How far do you want to go in your questioning? At what point is it becoming intrusive, especially for a minor traffic offense or even an interview? We have to balance how intrusive it is versus whether or not we’re getting the information we’re trying to get.” The first report generated under this process will cover the second quarter of 2021 and be provided to the council before its July meeting, according to the resolution. In the month of February, of 21 arrests, 15 were Caucasian, five were African-American and one was Asian, according to Moore. There was one use-of-force incident, six emotionally disturbed person calls and two suspected overdoses in which Narcan was administered. The 95-page PARC report recommends making the committee a permanent entity in the city staffed by civilian and law enforcement representatives to provide oversight to the department.
