Rick Karlin reports in the Times Union that New York's Climate Action Council has received 18,000 comments about the state's draft scoping plan to combat climate change, and have extended the comment period through July 1. Since January, a 120-day public comment period has been extended twice, with six public hearings on the plan. Once the plan is approved, state lawmakers will have to act on the changes.
