Cuomo vetoes Special Ed law

Rick Karlin reports at Capitol Confidential Gov. Andrew M. Cuomo vetoed a bill that would have added “home environment and family background” as criteria for where kids with special education needs could be sent to school on an out-placement basis in which the home district pays tuition. Critics of the bill claimed it was intended to capture more tuition money for privately run Yeshivas, or schools run by Orthodox Jews, as well as Catholic schools, and amount to another "unfunded mandate." In his veto message, Cuomo said the legislation "constitutes an overly broad and ambiguous mandate that would result in incalculable significant additional costs to be borne by every school district and taxpayer."
