Rick Karlin reports in Capitol Confidential that Schenectady’s Rivers casino and resort opened Feb. 8, the second of four upstate New York casinos recently authorized by the state. Gambling raised $27.7 billion in state revenues in 2015, according to the NCSL’s State Legislature’s magazine. Gov.
