Elizabeth Joseph at CNN reports that the New York State Senate passed two bills May 8 directed at President Donald Trump. One could allow his state tax returns to be released to Congress, and another lets state prosecutors charge people with state crimes, even after they have been pardoned by a President. The second bill closes the "double-jeopardy loophole." It only applies, "where the President had a conflict of interest in the case; for example, where the person pardoned is related to the President, or had previously worked for the President," the New York Senate Democratic Majority said in a statement after the bill passed.
