Conflict over composting facility continues

Jim Planck is reporting in The Daily Mail the battle over a Palenville composting facility continues. Route 23A resident Stella Martin said Mon., Aug. 3, her neighbor, Frederick A. Edwards III, is operating the composting facility in violation of the Greene County construction and demolition debris law and a town of Catskill local law. Martin said the town's law on junk storage prohibits the retention of construction and demolition debris, but the town is not enforcing that law. The facility is permitted and authorized by the state Department of Environmental Conservation. Edwards is currently under a signed Order on Consent from the DEC to remediate illegally placed fill affecting a wetland. Martin alleges she and her family have experienced health problems she attributes to the materials dumped on Edwards’ property. Last month, Martin and other residents requested the town board look into the details of the town law, asserting Edwards is operating outside of that law. She complained at recent town board meetings that her concerns are not being taken seriously. Martin is now questioning the objectivity of town officials because, she claims, debris from an old town bridge was stored on Edwards' property with their knowledge. Martin will attend the Catskill Town Board meeting tonight (Tue., Aug. 4), to request an update. Read the full story in The Daily Mail.
