10 a.m.: Prison Voices Projects: The Rockefeller Drug Laws The Rockefeller Drug Laws of the 1970's imposed harsh mandatory minimum sentences for first-time drug offenders in New York state. These laws sparked a prison boom in upstate New York, where new prisons were built. And they caused a generation of "fatherless communities" in New York City where many of the prisoners came from. Both regions share the same root problem: Lack of economic opportunities. But, drug policy effect them in very different ways. Now that the laws have relaxed and the prison boom is over, communities in New York's North Country that relied on the prison economy are hurting again.
