Political gamesmanship over transparency bills in Albany continues

Rachel Silberstein reports in the Albany Times Union that Republican Assembly Minority Leader Brian M. Kolb is wondering why Democrats that control the Assembly aren't working on two bills endorsed by good government groups and co-sponsored by members of the Democratic conference that would add transparency to Albany government. The bills would add oversight on Gov. Andrew Cuomo's economic development programs. "Inaction from the Assembly Majority is simply inexcusable," Kolb said. "New York's economic development programs are broken, ineffective and corrupt." One bill would require the Empire State Development Corp. to create a searchable online database of all awarded economic development benefits and jobs produced by each project funded by state dollars, and the other would restore state Comptroller Tom DiNapoli's pre-approval power over certain state projects. The Republican-controlled State Senate passed both with overwhelming bipartisan support last month, but there has been little work on either in the Assembly, which Democrats control. The New York Public Interest Group and Reinvent Albany have pushed the measures in Albany for several years, but Republican Senate leadership blocked the bills from getting to the a vote. Now, though, with Democrats stalling in the final days of the legislature, they want action. Assembly Speaker Carl Heastie has previously stated support for the measures, but now all a spokesperson for Heastie will say is, "We will continue to discuss it."
