Education panel months late with reform report

Jessica Bakeman is reporting at Capital New York the panel of education experts tasked with making recommendations to Gov. Andrew M. Cuomo for how to improve student performance is months late releasing its final report. Cuomo empaneled the Education Reform Commission in April 2012, asking the group to develop a preliminary report and a final set of recommendations outlining ways to improve student performance by September 1, 2013. Some of the group's proposals are controversial, particularly a plan opposed by unions to pay high-performing teachers more than their peers. Among the Commission's other recommendations: Enhancing access to technology in classrooms, focusing on high-quality early childhood education programs, expanding programs that connect high school and college, investing in higher education and increasing efficiencies and shared services in schools. The governor's office declined to comment and would not say when the report would be released.
