Legislature passes Child Victims Act

Lyons is reporting for the Times Union the state Legislature Jan. 28, voted to pass the Child Victims Act, ending a protracted political battle between survivors of childhood sexual abuse and some of the institutions accused of trying to cover it up. Every Republican member of the state Senate voted in support to the bill, which passed unanimously. A short time later, the state Assembly voted 130 to 3 in favor of the measure. Gov. Andrew M. Cuomo said he will sign the bill into law in the coming days. Under the legislation, as passed by the Legislature, victims will now have until age 28 to press charges for felony abuse, and can file charges up to age 26 for misdemeanor sexual abuse crimes. The statute of limitations for victims to file civil cases will be extended to age 50, rather than the current age cutoff of 28. The state Catholic Conference, which had for years lobbied against the bill, dropped its opposition last week after it became clear public institutions would also be subject to the law.
