Construction for pipeline begins before permits

Robin K. Cooper in The Albany Business Review reports that construction crews are assembling a pipeline coating plant in Guilderland, before the state has issued permits to start construction of the $680 million Constitution Pipeline. The 124-mile pipeline would, if approved, carry natural gas from Pennsylvania into Schoharie County in New York on its way to Massachussets and other parts of the northeastern United States. Williams Partners, Cabot Oil Gas Corp., Piedmont Natural Gas Co. and WGL Holdings Inc. would like to build the pipeline, and Williams has informed the Federal Energy Regulatory Commission that slabs of concrete have been poured in Guilderland where crews would coat pipe in the future. The FERC has given its approval, and the project is now waiting on the New York State Department of Environmental Conservation to issue water and air quality permits.
