Greene Co. jail project under state review

Sarah Trafton is reporting for Columbia-Greene Media the new Greene County Jail proposal is now under state review, the final stage before the project can break ground, according to county officials. A new facility is proposed for construction on a 50-acre site off Route 9W in Coxsackie, behind the Greene Correctional Facility, a state medium and maximum level state prison that houses more than 1,500 people. The new county jail must be approved by the state Department of Environmental Conservation. “I anticipate the construction can commence in late May or early June,” Greene County Administrator Shaun Groden said. Construction of the new facility is expected to take 18 month to two years, he said. “I don’t anticipate any site problems,” he said. “The land is flatter than a pancake.” However, the county did have to come up with a mitigation plan to minimize the environmental impact on the site, Groden said. Public comment on the issuance of the DEC permits will be accepted until May 3. Another critical component of the project has required the village of Coxsackie to increase the capacity of its wastewater treatment plant. The village received a $14.4 million loan from the Environmental Facilities Corporation to upgrade the plant, increasing its capacity from 800,000 to 1 million gallons. The increased capacity will eliminate the need for overflows, according to Coxsackie Mayor Mark Evans. “Now there will never be raw sewage going into the river,” he said. The state correctional facilities will be responsible for 60 percent of the usage cost, and the county will foot the bill for installing the lines into the new county jail.
