Numbers indicate Capitol had a light year

Jimmy Vielkind reports in the Times Union just 571 bills passed both the state Senate and Assembly this year, fewer than in any year since 1914, according to Bill Mahoney of the New York Public Interest Research Group. The two houses passed more than 600 bills in both 2009 and in 2010. The number of bills peaked under Gov. Nelson Rockefeller, who served between 1959 and 1973. New York's most prolific legislator, according to Vielkind, was Republican Sen. Roy McDonald of Saratoga. McDonald passed 35 bills through both houses over two years, including 19 in 2012.
