Study finds Prattsville 'never had a chance'

Tropical Storm Irene created a "super flood," Michael Ryan writes in The Daily Mail. Engineer James MacBroom was retained by the New York City Department of Environmental Protection to conduct the storm study that characterized the amount of rainfall and resulting water quantities as "off the chart." MacBroom and DEP regional manager Ira Stern recently presented the preliminary findings to members of the Prattsville community. MacBroom said the little town "never had a chance" on Aug. 28, 2011, due in large part to its unique location among steep forest lands and narrow valleys. The study offers suggestions on how Prattsville can move forward. MacBroom said more data is needed before a final analysis can be made. The process was complicated, Ryan writes, because gauges used to measure water levels and stream velocities at Red Falls, on the Batavia Kill, and on the Schoharie Creek just above the Route 23 bridge, were lost in the flooding.
