Catskill gun range controversy continues

Sarah Trafton is reporting for Columbia-Greene Media the question of whether Sheepdog Warrior Shooting Range, located on the border of Catskill and Cairo, is permitted to allow law enforcement training at the facility continues to raise controversy. The second part of the Catskill Zoning Board public hearing was held Jan.9. The range's special-use permit allows recreational shooting, but the facility is also being used by a variety of law enforcement agencies, including the Greene County Sheriff's Office, for training. Enforcement Officer Elliot Fishman ruled the site was in violation by allowing nonconforming use and served the range with a cease-and-desist letter in November. Sheepdog is now seeking the board's interpretation of the town code. Attorney Scott Olson argued that law enforcement use was approved in the special permit granted by the planning board in April 2017, and noted the public was required to appeal that decision within 30 days. However, Cairo Town Board member Dan Joyce said proper notification was not received from the Catskill Planning Board. "...[T]here was no email. If we were notified, maybe Cairo residents would have shown up [at the planning board’s hearing],” Joyce said. He also claimed no state environmental quality review was ever performed, either. Sue Hilgendorff, whose family owns the Winter Clove Inn, located adjacent to the range, disagreed with Olson’s comment about residents having 30 days to appeal the planning board’s decision. “Nobody complained because nobody knew,” she said.
