Former Chatham village treasurer arrested, charged

Natasha Vaughn is reporting for Columbia-Greene Media former Chatham village clerk-treasurer Barbara Henry was arraigned in town court March 17, and accused of multiple felonies in connection with her time in office, according to a statement from the state Comptroller’s office. She was arrested following a joint investigation by the Comptroller’s office, state police and the Columbia County District Attorney’s office, and accused of unlawfully waiving her own health insurance premiums, tampering with public records, and offering a false instrument for filing, Henry is also accused of swindling nearly $4,200 in village health insurance premiums, according to the state Comptroller’s office. “Henry was entrusted to protect the village’s funds, instead she allegedly used that position for her personal benefit,” state Comptroller Thomas DiNapoli said in a statement. Henry was responsible for paying 50 percent of her health insurance and the village was responsible for the other 50 percent, DiNapoli said. It is alleged that from April 2017 to August 2018, Henry used her position to unlawfully waive her own health insurance premiums, causing the village to pay more than $4,000 to fund her health coverage. She is also accused of stealing more than $8,420 from Cadmus Lifesharing Association, a Massachusetts nonprofit organization where she was employed as director. Chatham Mayor John Howe thanked the Comptroller's office, the state police and the Columbia County District Attorney's office for all their efforts in the matter. Henry is next scheduled to appear in court April 28. This is the second arrest of a Chatham village official in as many months. In February, former Chatham village police chief Peter Volkmann pleaded guilty to illegally collecting more than $92,000 from the village and the state pension system.
