Brian Nearing reports in The Albany Times-Union that electronics manufacturers were supposed to cover the costs of recycling waste under the 2010 e-waste law. Eugene Leff, deputy commissioner of the Department of Environmental Conservation, says the state will have to use taxpayer funds to reimburse local municipalities faced with the high recycling costs.
